AGENCY <br /> c,ry <br /> Memorandum of Understanding <br /> Between the Snohomish County And <br /> The City of Everett,Washington <br /> This Memorandum of Understanding ("MOU") is entered into by and between Snohomish County, a <br /> political subdivision of the State of Washington, on behalf of its Sheriff's Office (hereinafter referred to <br /> as "Sheriff's Office" or"the County")and Everett, a municipal corporation of the state of Washington <br /> (hereinafter, "City" or"Agency"). <br /> Purpose: <br /> The Sheriff's Office received grant funds in the amount of$50,000 from the Washington Traffic Safety <br /> Commission ("WTSC")Target Zero Program for the purpose providing DUI related police training in <br /> Snohomish County. The Sheriff's Office will manage the grant and distribute reimbursement to <br /> Snohomish County DUI and Target Zero Task Force ("Task Force") agencies. Funding is available from <br /> October 1, 2017,through September 30`h, 2018. <br /> Task Force: <br /> The Snohomish County Target Zero and DUI Task Force ("Task Force") is a regional partnership of agency <br /> representatives focused on reducing traffic related deaths and serious injuries on Snohomish County <br /> roadways with a goal of eliminating deaths and serious injuries by 2030. <br /> Grant Activities: <br /> Many Task Force agencies, due to budget cuts, have a limited number of officers with BAC training, BAC <br /> refresher, SFST or ARIDE training. Grant money will pay overtime costs incurred to send officers and <br /> deputies to these trainings, and will pay instructor overtime to conduct ARIDE training classes. The <br /> grant money may also be used to reimburse agency costs associated with the travel, hotel and <br /> registration for one Drug Recognition Expert(DRE) and the Target Zero Manager(TZM), or 2 DRE's to <br /> the national DRE conference in the fall of 2018, depending on availability. <br /> Process: <br /> BAC, BAC Refresher, SFST and ARIDE training announcements will be distributed to Task Force agencies <br /> by the TZM. An agency wishing to send personnel to trainings will submit a request to the TZM for <br /> approval. Once approved,the agency may register the officer in the training. <br /> ARIDE Instructor:The instructor will submit a proposed class to the TZM, including details on dates, <br /> times, locations and number of spaces for students. The TZM will review the request and may approve <br /> overtime for the instructor. <br /> DRE conference: The TZM will notify Task Force agencies of the location and registration dates for DRE <br /> conferences, and of the deadline for agencies to submit requests to attend the DRE conference(s). <br /> Interested agencies must submit a request for DRE training reimbursement in writing prior to the <br /> established deadline for the TZM for review, approval or denial. If multiple agencies are interested, <br /> approval will go to the Task Force Law Enforcement Liaisons (LEL's). If LEL's have secured other funding <br /> or do not wish to attend, the TZM will review remaining DRE requests and make a selection with the <br /> assistance of the LEL's. Selection criteria will be determined by the TZM and LEL's. Attendees will be <br /> expected to attend training classes during the entirety of the conference and report back relevant <br /> information to the TZM and Task Force. <br /> 1 <br />
