• 1 ORDINANCE NO. /1(3-geS 2 3 AN ORDINANCE providing for the comprehensive regulation of recreational water use activities in and upon Silver Lake in the 4 City of Everett. 5 THE CITY OF EVERETT DOES ORDAIN: 6 Section 1: DEFINITIONS. Unless otherwise provided in this ordinance, the 7 following terms used in this ordinance are defined as follows: 8 1. "Darkness" means that period between one-half hour after sunset and 9 one-half hour before sunrise. 10 2. "Float" means any anchored man-made structure unattached to the shore 11 where any vessel may dock. 12 3. "Idling speed" means that speed of any motorboat while underway 13 resulting while its propulsion machinery is set at the machine's slowest possible speed. 14 4. "Length" as it refers to vessels means the overall distance measured in a 15 straight line parallel to the center line from the foremost part of the vessel to the 16 aftermost part of the vessel, excluding bowsprits, bumpkins, rudders, outboard motors 17 and brackets, and similar fittings and attachments. 18 5. "Motorboat" means any vessel underway under propulsion in whole or in 19 part by machinery. The term shall include sea planes while taxiing and/or while 20 otherwise not subject to any valid state or federal law or regulation governing the 21 operation of sea planes. 22 6. "Operator" means any natural person in actual physical control of any 23 vessel. 24 7. "Person" means any natural person, partnership, association, corporations 25 or organization. 26 8. "Race-type boat" means anymotorboat operated at a speed in excess of 27 35 mph. 28 9. "Rowboat" means any vessel underway under propulsion in whole 29 manually. 30 10. "Sailboat" means any vessel underway under propulsion in whole by sail, or 31 in part by sail and in part manually, shall be considered a sailboat. 32
