1 11. "Safety buoy" means any buoy established as herein provided and <br /> 2 constructed to conform to the State Uniform Waterway Marking System. <br /> 3 12. "Safety buoy line" means the straight line between any two safety buoy' <br /> 4 or the straight line between any safety buoy and the point on the shoreline closest to <br /> 5 such safety buoys. <br /> 6 13. "Police" means the Everett Chief of Police or his designee. <br /> 7 14. "Shoreline" means the land bordering any existing body of water. <br /> 8 15. "Vessel" means every description of water craft used or capable of being <br /> 9 used as a means of transportation. <br /> 10 16. "Visible," as it refers to the hours of darkness, means capable of being <br /> 11 seen on a dark night with a clear atmosphere; as it refers to the daytime hours, means <br /> 12 capable of being seen on a dull day with the atmosphere clear of fog, haze or rain. <br /> 13 17. "Water ski" means to plane over the water with or without any floating <br /> 14 device while being towed by any vessel. The term shall include waterskiing, & ;o <br /> 15 boarding, aquaplaning and similar devices and/or activities. <br /> 16 18. "Wharf" means any man-made structure attached to the shore where any <br /> 17 vessel may dock. <br /> 18 Section 2: MOTORBOATS ALLOWED--RESTRICTED SPEED/HORSEPOWER. <br /> 19 A. Motorboats Allowed--Restricted Speed. Due to the potential inter- <br /> 20 ference with other water uses and danger of impact and wake damage on Silver Lake, <br /> 21 the maximum speed of any motorboat on Silver Lake is restricted to eight (8) miles per <br /> 22 hour. Further, no motor shall be used on any motorboat on Silver Lake which exceeds <br /> 23 9.9 horsepower; provided, however, this section shall not prevent City, County or State <br /> 24 governmental agencies from exceeding the restrictions set forth herein for the purpose <br /> 25 of search and rescue, or law enforcement purposes. <br /> 26 B. Speed--General Regulations. It shall be unlawful for any person to <br /> 27 operate any vessel in other than a careful and prudent manner or at a rate of speed <br /> 28 greater than is reasonable and proper under the conditions existing at the time and <br /> 29 point of operation, taking into account the condition of the water, amount and <br /> 30 character of traffic and congestion, weather, size and configuration of the lake, <br /> 31 freedom from obstruction to view, around or other circumstances so as not to unduly or <br /> 32 <br /> -2- <br />
