All parcels shall have outdoor storage allowed when such storage! <br /> is enclosed by a minimum eight foot high sight-obscuring <br /> structure and landscaping,in <br /> g, and when the interior of the storage <br /> area cannot be viewed by a pedestrian from any public; <br /> right-of-way or adjacent property. A detailed screening plan for, <br /> the outdoor storage area shall be reviewed and approved by the <br /> City Planning Department during the site plan review process. <br /> 2. DETAILED ADMINISTRATIVE SITE PLAN REVIEW PROCESS <br /> - 1 <br /> A. Prior to the issuance of any building permit, the applicant shall <br /> submit to the City Planning Department for administrative review <br /> a detailed site plan for that portion, or phase, of the subject <br /> property then being proposed for development. <br /> B.
