The information submitted for approval must also make <br /> recommendations regarding the rate and/or volume of stormwater which could be <br /> discharged to the wetland after development without adversely impacting the wetland. <br /> 6. Discharge of water to wetlands must mimic natural discharges as much as is feasible. Point <br /> source discharges shall not be created where they do not naturally occur. Techniques that <br /> result in dispersed discharge, such as dispersion trenches or buried perforated pipe located <br /> at wetland buffer edges, can be used to mimic naturally occurring sheet flow into wetlands. <br /> 8. All trash located in the preserved wetlands, streams, and their associated buffers must be <br /> removed. Trash removal should occur on at least a semi-annual basis following completion <br /> f <br /> of construction. <br /> 4.3.5 Mitigating Impacts of Development on Water Quality and Groundwater <br /> 1. Developments with hazardous materials on-site, including fuel tanks, must comply with all <br /> applicable local, state and federal requirements.All developments using toxic or hazardous <br /> materials must incorporate facilities and procedures for the safe handling and effective <br /> monitoring of toxic or hazardous materials,which include spill entrapment, training, and <br /> special handling, thus reducing the potential for release of hazardous or toxic materials to <br /> the groundwater system. <br /> 2. Staging areas for vehicle maintenance activities during construction must be specified. <br /> These areas must be well away from all drainage courses. <br /> 3. Application of fungicides, herbicides, insecticides, and fertilizers is prohibited on all sites <br /> from January through April when soils are frequently saturated and storm events generate <br /> substantial runoff. <br /> 4. All storm drains must be stenciled with language similar to the following: "Dump No Waste, <br /> Drains to (Stream/I/Vetland/Groundwater)." This reminder is typically spray-painted on to <br /> the ground adjacent to the catch basin with the use of a stencil. The treatment needs to be <br /> repeated, approximately annually, when the paint wears off. The developer/owner may <br /> either perform the stenciling, or give permission for volunteer groups to enter onto the <br /> property and perform the stenciling. <br /> 5. During construction activities, all spills must be contained and removed in such manner as to <br /> prevent their entering the waters and soils of the state. Cleanup of spills shall take <br /> precedence over other work on-site. <br /> Section 5: AIR QUALITY AND ODOR <br /> 5.1 Threshold <br /> All permitted future uses must obtain a Notice of Construction (NOC) as applicable and use best <br /> available control technology.
