r, <br /> Memo: parking draft February 23, 2018 <br /> Added Flexibility <br /> The current parking requirements have limited flexibility for developers to show that reduced parking <br /> might work for their use.The draft parking chapter addresses this in several ways: <br /> 1. Multifamily reduction options.As discussed in the past year, options to reduce parking for <br /> multifamily are offered based on: <br /> a. Resident characteristics—low-income or senior housing; <br /> b. Transportation characteristics—proximity to transit routes or approved transportation <br /> demand management plan;and <br /> c. Shared parking in a mixed-use building <br /> 2. Metro Everett parking options.A couple of unique options for Metro Everett are offered. <br /> a. Nonresidential,Parking Area A. No parking is required in an area shown as Parking Area <br /> A on the map.This is an expansion of the current exception for no parking required in <br /> the B-3 zone, but now extends to Everett Station area and the east end of Hewitt <br /> Avenue. <br /> b. Nonresidential, Parking Area B.A 25%reduction for off-street parking is allowed at the <br /> discretion of the city engineer. <br /> c. Multifamily Residential. Reduced parking for each of Parking Area A and B in Metro <br /> Everett is proposed. <br /> d. Buildings prior to 2007.Any building built before 2007 (adoption of last downtown plan) <br /> would not be required to add parking for a change in use. <br /> 3. Historic. Historic buildings and sites on the Everett Register would be exempt from all parking <br /> requirements. <br /> 4. Pre-1957 buildings. Buildings built before the city's first zoning code would be exempt from <br /> adding new parking for a change in use. <br /> 5. Shared Parking.Standards to allow for shared parking are drafted. <br /> 6. Parking Study.The draft allows a parking study prepared by a professional to demonstrate that a <br /> lesser standard is adequate. Current code limits this to 10%reduction for nonresidential only. <br /> 7. Transportation alternatives and mixed uses.Allowing parking reductions for car share stalls, <br /> motorcycle parking, bicycle parking and mixed-use projects are proposed. <br /> Ways to Ensure Parking Demands are Reduced <br /> While the principle is to reduce parking demand for projects where access to transit, bikes,etc. are <br /> provided, it is important that a development helps to ensure that these measures are used.The draft <br /> includes a requirement that any project that either provides no parking as allowed in the code, or <br /> benefits from reduced parking,that they prepare a "transportation demand management(TDM)" plan <br /> for that project.This plan has to be approved by the city,with the ability to charge for review and <br /> annual enforcement of that plan. <br /> Bicycle Parking <br /> The city doesn't require bicycle parking with new development.The draft proposes bicycle parking to be <br /> required for non-residential and multi-family development. <br /> 3 <br /> 6 <br />
