4 <br /> B. No federal funds awarded under any Contract may be used to provide assistance in <br /> connection with any election or any voter registration activity. No federal funds may <br /> be used for working for or against ballot measures, or for or against the candidacy of <br /> any person for public office. <br /> C. The Agency certifies to the best of its knowledge and belief that no federal <br /> appropriated funds have been paid or will be paid, by or on behalf of the Agency, to <br /> any person for influencing or attempting to influence an officer or employee of a federal <br /> agency or a member of Congress in connection with the awarding of any federal <br /> contract, the making of any federal grant, the making of any federal loan, the entering <br /> into of any cooperative agreement, and the extension, continuation, renewal, <br /> amendment or modification of any federal contract, grant, loan or cooperative <br /> agreement. If any funds other than federal appropriated funds have or will be paid for <br /> the purposes stated above, the Agency must file a disclosure form in accordance with <br /> 45 CFR § 93.110. <br /> D. The Agency shall include a clause in all Subcontracts restricting Subagencies from <br /> lobbying in accordance with this section and requiring Subagencies to certify and <br /> disclose accordingly. <br /> XLVII. VENUE STIPULATION <br /> This Agreement and any Contract has been and shall be construed and interpreted in <br /> accordance with the laws of the State of Washington. The venue of any action brought <br /> hereunder shall be Snohomish County. <br /> XLVIII. NOTICES <br /> A. Unless otherwise directed in writing, notices, reports, and payments to the County <br /> shall be delivered to the following address: <br /> Administrative Services Division <br /> Snohomish County Human Services Department <br /> 3000 Rockefeller Avenue, M/S 305 <br /> Everett, WA 98201 <br /> B. Unless otherwise directed in writing, notices, reports, and payments to the Agency <br /> shall be delivered to the following address: <br /> City of Everett <br /> 2930 Wetmore Avenue, Suite 9E <br /> Everett,WA 98201 <br /> C. Notices mailed by the County shall be deemed given on the date mailed. Notices <br /> received by the County shall be deemed given on the date received. Either party may <br /> change its address for receipt of reports, notices, or payments by giving the other <br /> written notice of not less than fifteen (15) calendar days prior to the effective date. <br /> XLIX. ACCEPTABLE FORM OF SIGNATURE <br /> Both parties agree handwritten signatures executed to electronic records shall be <br /> considered equivalent to handwritten signatures executed on paper. Scanned copies of <br /> signed contract documents will be considered original signatures, unless specified in a <br /> Contract that an original signature is required.
