OEDINANCE NO. //'7``7"—,.� AN ORDINANCE creating a special construction fund entitled "1985 Block Grant Neighborhood Improvement Fund No. 372 authorizing the construction of improvements as voted on by Council for Northeast Everett ($30,760), Port Gardner (30,760), Lowell ($30,760), and Riverside ($30,760) on April 25, 1984, and authorizing $123,040 for these improvements. WHEREAS, the City Council has recognized the need to improve Lowell , Port Gardner, Northeast Everett and Riverside neighborhoods; and WHEREAS, the City Council has allocated from the 1985 Block Grant fund $123,040 to make the needed improvements and to be divided among Lowell , Port Gardner, Riverside and Northeast Everett Neighborhoods; and WHEREAS, the Lowell , Port Gardner, Riverside, and Northeast Everett Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of Block Grant Funds; and WHEREAS, numerous neighborhood meetings have been held, and the follow- ing neighborhood-wide meetings, where residents voted, were held in four of the neighborhoods on the improvement projects to be recommended to City Council . - March 19, 1985 in Northeast Everett - March 20, 1985 in Riverside - March 26, 1985 in Lowell - March 11, 1985 in Port Gardner WHEREAS, on April 17, 1985, the City Council approved Resolution 2558 (Riverside), 2559 (Northeast), 2560 (Lowell ), and and Resolution 2561 (Port Gardner) authorizing the preparation of the plans and systems ordinance. NOW, THEREFORE, be it ordained by the City Council of the City of Everett, that: Section 1: A special construction fund is hereby established as Fund No. 372 entitled "1985 Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby given to provide for the development of contract plans, specifications and detailed cost estimates and construc- tion required to provide the following: A. Lowell Neighborhood Improvements 1. Allocate $7,310 for construction of new sidewalks and overlay the parking area in front of the Lowell Church and adjacent property. (This project will be matched from street overlay funds . ) 2. Allocate $1,250 for installation of a catch basin and approximately 50' of concrete pipe and drainage to existing culvert at the corner of South Third and Main. (This project will be matched from street overlay funds. ) 3. Allocate $1,000 in CDBG funds for the Lowell Neighborhood Cleanup. (Will not be matched. )
