4. Allocate $1,000 in CDBG funds for a Neighborhood Paint Program. <br /> The program would provide paint to low-income homeowners to paint <br /> the exterior of their houses . (Will not be matched. ) <br /> 5. Allocate $200 in CDBG funds for Lowell Days . Funds are being <br /> requested for advertising expenses . (Will not be matched. ) <br /> 6. Allocate $20,000 in CDBG funds for the purchase of the Lowell <br /> Fire Hall . Funds are being requested to purchase the Lowell <br /> Fire Hall for use as a community center, meeting place, and <br /> museum. (Will not be matched. ) <br /> a. This project funding will not be matched with street overlay <br /> funds. Because of the lack of information available to City <br /> Staff and City Council on this project the passage of this <br /> Ordinance does not mean, in any way that this project is <br /> feasible or the City is willing to take over ownership of the <br /> Lowell Fire Hall . At this time we do not know the exact cost <br /> of acquisition, operation and maintenance of the Lowell Fire <br /> Hall . The setting aside of these funds means the City of Everett <br /> is willing to study the potential for acquisition of the Lowell <br /> Fire Hall . A report will be put together for the Mayor and <br /> City Council by the planning Department on the feasibility of <br /> the acquisition of the Lowell Fire Hall . The report will be <br /> put together after information is gathered from: (1) Parks <br /> Department, (2) Finance Department, (3) Lowell Civic Association <br /> members, and (4) Library - N.W. Room. After Administration <br /> approval , the City Council will receive a report and recommen- <br /> dation on the acquisition of the Lowell Fire Hall feasibility. <br /> B. Northeast Everett <br /> 1. Allocate $30,760 for the following street and sidewalk improvement <br /> projects: <br /> a 900 Block of Maple Construct curbs , gutters , sidewalks, drainage <br /> and street overlay. (This project will be matched by street <br /> overlay funds. ) <br /> C. Port Gardner <br /> 1. Allocate $30,760 for the following street and sidewalk improvement <br /> projects : <br /> a. 43rd Street - Rucker Avenue to Grand Avenue <br /> Overlay 43rd Street from Rucker to Grand. (This project will <br /> be matched by street overlay funds . ) <br /> b. 43rd Street - Terrace Drive to Evergreen Way <br /> Construct new sidewalks on 43rd Street, west of Evergreen Way, <br /> from corner of Terrace Drive east to alley on the south side <br /> of 43rd Street. (This project will be matched by street overlay <br /> funds. ) <br /> c. 34th Street - Rucker Avenue to Grand Avenue <br /> Construct new curb and gutter in the 1300 block of 34th Street. <br /> Repave if necessary because there is grass on part of the street. <br /> (This project will be matched by street overlay funds . ) <br /> d. Grand Avenue - 3400 Block <br /> Replace cracked sidewalk in front of 3401 Grand Avenue. (This <br /> project will be matched by street overlay funds . ) <br /> e. 36th Street - Friday Avenue Intersection <br /> Construct concrete curb returns and improve storm drainage at <br /> the northwest corner of the intersection of 36th Street and <br /> Friday Avenue. (This project will be matched by street overlay <br /> funds. ) <br />
