• f. Grand Avenue - 42nd Street to 43rd Street Construct Curbs, install drainage and enclose open ditches on west side of the street. Construct new sidewalks on east side of the street. (This project will be matched by street overlay funds. ) D. Riverside 1. Allocate $3,000 of CDBG funds for the publication of oral histories of the Riverside History Project. (Will not be matched. ) 2. Allocate $500 for CDBG funds for a scholarship fund to provide financial assistance for low income kids to attend summer school . (Will not be matched. ) 3. Allocate $27,260 in CDBG funds and matching funds for the replace- ment of hazardous sidewalks throughout the Riverside Neighborhood. (This project will be matched by street overlay funds) . Section 3: Should costs be less for the above projects than originally estimated, projects receiving the next highest neighborhood priority shall be included for funding. If project costs exceed the estimates given, the lowest priority project or projects will be dropped for funding. Section 4: If any of the above projects is started but not completed, completion of the project(s) will be automatically funded with any 1986 Block Grant funds received by the neighborhood where an umcompleted project is located. Section 5: All of the above projects shall conform to the requirements of the City Ordinance 555-78, as amended by City Ordinances 655-80 and 793-82. Determination of the appropriate standards to impose shall be made by the City Engineer. Section 6: The total estimated cost of the improvements herein authorized is $123,040 which will include all costs related to design, construction, contract administration, plan development and associated costs . Section 7: The City Engineer of the City of Everett under the administration of the Mayor is hereby given the responsibility of providing for the improvements as defined herein. Section 8: The Mayor has also approved matching funding on a dollar per dollar basis from the street overlay fund for neighborhood improvements in Northeast, Lowell , Riverside and Port Gardner, provided that CDBG funds are expended for street and sidewalk improvement projects . Section 9: The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $123,040. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies, as described elsewhere in this Ordinance, are received. Section 10: A. The sum of $123,.0.40 is hereby appropriated to Fund No. 372, "1985 Block Grant Neighborhood Improvements", as follows: Program 330: Riverside Neighborhood Improvement $30,760 Program 331: Northeast Everett Neighborhood Improvement 30,760 Program 332: Lowell Neighborhood Improvement 30,760 Program 333: Port Gardner Neighborhood Improvement 30,760 $ 123,040
