r5-- 3 - 3C 1 ORDINANCE NO.//a 2 AN ORDINANCE establishing Citywide interim billboard regulations and 3 repealing Ordinance No. 1076-84. 4 5 WHEREAS, the City Council finds that on November 7, 1984, the City Council 6 adopted Ordinance No. 1076-84 which established interim regulations for billboards 7 located along certain entryway corridors to the City as well as billboards located in the 8 B-3 zone; and 9 WHEREAS, the City Council finds that the purpose of Ordinance No. 1076-84 10 was to act as a stop-gap measure to enable the City adequate time to study the issue of 11 billboards in these particular areas and to develop appropriate regulations therefor; and 12 WHEREAS, the City Council finds that the billboard proliferation issue is not 13 restricted to the City's entryway corridors and to the B-3 zone, but rather is a 14 City-wide issue; and 15 WHEREAS, the City Council finds that the City is continually receiving 16 applications for the construction of new billboards throughout the City; and 17 WHEREAS, the City Council finds that the study precipitated by the entryway 18 corridor interim ordinance needs to be expanded to include the entire City; and 19 WHEREAS, the City Council finds that a unified approach needs to be taken in 20 the study of the billboard issue and that the study of the entryway corridors and B-3 21 zone should, therefore, be expanded to include the entire City; and 22 WHEREAS, the City Council finds that Ordinance No. 1076-84 should be 23 repealed and replaced with an ordinance establishing interim billboard regulations for 24 the entire City; and 25 WHEREAS, the City Council finds that an emergency exists; and 26 WHEREAS, the City Council finds that proper notice has been provided to the 27 citizens of Everett and that a public hearing has been held concerning the adoption of 28 interim regulations for billboards within the City; 29 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 30 Section 1: That there is hereby imposed and declared a moratorium upon the 31 acceptance of applications for or the issuance of any sign permits for the construction, 32 erection or placement of any billboards within the Everett City limits pursuant to the
