r5-- 3 - 3C <br /> 1 ORDINANCE NO.//a <br /> 2 <br /> AN ORDINANCE establishing Citywide interim billboard regulations and <br /> 3 repealing Ordinance No. 1076-84. <br /> 4 <br /> 5 WHEREAS, the City Council finds that on November 7, 1984, the City Council <br /> 6 adopted Ordinance No. 1076-84 which established interim regulations for billboards <br /> 7 located along certain entryway corridors to the City as well as billboards located in the <br /> 8 B-3 zone; and <br /> 9 WHEREAS, the City Council finds that the purpose of Ordinance No. 1076-84 <br /> 10 was to act as a stop-gap measure to enable the City adequate time to study the issue of <br /> 11 billboards in these particular areas and to develop appropriate regulations therefor; and <br /> 12 WHEREAS, the City Council finds that the billboard proliferation issue is not <br /> 13 restricted to the City's entryway corridors and to the B-3 zone, but rather is a <br /> 14 City-wide issue; and <br /> 15 WHEREAS, the City Council finds that the City is continually receiving <br /> 16 applications for the construction of new billboards throughout the City; and <br /> 17 WHEREAS, the City Council finds that the study precipitated by the entryway <br /> 18 corridor interim ordinance needs to be expanded to include the entire City; and <br /> 19 WHEREAS, the City Council finds that a unified approach needs to be taken in <br /> 20 the study of the billboard issue and that the study of the entryway corridors and B-3 <br /> 21 zone should, therefore, be expanded to include the entire City; and <br /> 22 WHEREAS, the City Council finds that Ordinance No. 1076-84 should be <br /> 23 repealed and replaced with an ordinance establishing interim billboard regulations for <br /> 24 the entire City; and <br /> 25 WHEREAS, the City Council finds that an emergency exists; and <br /> 26 WHEREAS, the City Council finds that proper notice has been provided to the <br /> 27 citizens of Everett and that a public hearing has been held concerning the adoption of <br /> 28 interim regulations for billboards within the City; <br /> 29 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 30 Section 1: That there is hereby imposed and declared a moratorium upon the <br /> 31 acceptance of applications for or the issuance of any sign permits for the construction, <br /> 32 erection or placement of any billboards within the Everett City limits pursuant to the <br />
