• <br /> ORDINANCE No. C/fid'`f <br /> A Binding Site Plan Ordinance for Business, <br /> Commercially and Industrially Zoned Lands. <br /> WHEREAS, the City Council finds that RCW 58.17.040(4) authorizes the <br /> City of Everett to adopt procedures to develop and divide business, commercial <br /> and industrial land; and <br /> WHEREAS, the City Council finds that there exists a need to adopt land <br /> use regulatory requirements for business, commercial, and industrial zoned <br /> lands so that they may be divided and developed under one procedure; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION I: ADMINISTRATION <br /> A. Title <br /> B. Authority <br /> C. Purpose <br /> D. Jurisdiction <br /> E. Applicability <br /> F. Administration <br /> G. Definitions <br /> A. Title: <br /> This ordinance shall be known as "The Binding Site Plan Ordinance of <br /> the City". The requirements set forth in this Ordinance are applicable <br /> to all divisions of land zoned business, commercial, and industrial <br /> within the City. <br /> B. Authority: <br /> These regulations are authorized by Chapter 58.17 R.C.W. and all other <br /> applicable State laws and City ordinances. <br /> C. Purpose: <br /> It is the intent and purpose of this Ordinance to establish an <br /> alternative process to subdividing and short subdividing of land as <br /> provided in the City's Subdivision Ordinance. The Binding Site Plan <br /> review process is approval of division of land with an overall site <br /> plan. The Binding Site Plan will promote the harmonious development of <br /> such properties in a manner that will have the most beneficial <br /> relationship between the development of the land and such things as the <br /> circulation of traffic, the effective use of utilities, adequate <br /> landscaping, parking, loading, refuse disposal, outdoor storage, and <br /> pedestrian flow. <br /> D. Jurisdiction: <br /> These regulations shall apply to all property exempt from the City' s <br /> Subdivison Code that is being divided through the binding site plan <br /> process in business, commercial and industrial zones within the <br /> incorporated area of the City. <br /> -1- <br /> 1121G <br />
