Applicability: <br /> Any person, firm, corporation or other entity which does not divide <br /> their property per the City's Subdivison Ordinance and seeks to divide <br /> business, commercial, or industrial zoned land for the purpose of sale, <br /> lease, or transfer of ownership is required to apply for and complete a <br /> binding site plan as is required by this Ordinance, <br /> F. Administration: <br /> The Planning Director and the City Engineer shall have the duty and <br /> responsibility of administering the provision of this ordinance. <br /> E. Definitions: <br /> ' 1. Applicant - Any person proposing a development plan or a binding <br /> site plan. <br /> 2. Binding site plan - A drawing to scale which: (1) identifies and <br /> shows the areas and locations of all streets, roads, improve- <br /> ments, utilities, open spaces; (2) any other matters required to <br /> be identified by the City, and containing inscriptions or <br /> attachments setting forth such appropriate limitations and <br /> conditions for the use of the land as established by the City; <br /> (3) contains provisions making any development be in conformity <br /> with the site plan; and (4) contains provisions in which an <br /> applicant can offer for sale, lease, transfer of ownership of <br /> lots, parcels or tracts. <br /> 3. Business Zone - A commercial or mercantile activity engaged in as <br /> a means of livelihood and begins with the zoning prefix of B. <br /> 4. City - For purposes of this Ordinance, it shall be the City of <br /> Everett. <br /> 5. City Standards - The Design and Construction Standards and <br /> Specifications (Ordinance #898-82 as amended) . <br /> 6. Commercial Zone - Commercial or mercantile activities which <br /> generally demand close proximity to B zones but because of their <br /> character are incompatible with those zones for reason of being <br /> more obnoxious or a greater nuisance. All commercial zones begin <br /> with the zoning prefix of C. <br /> 7. Industrial Zones - Zones where manufacturing is allowed. <br /> 8. Zoning Code - City of Everett Zoning Ordinance Title 19 E.M.C. <br /> -2- <br />
