3. Accompanying the final plat shall be the following: <br /> a. A certificate giving a full and correct description of the <br /> lands divided as they appear on the plat, including a <br /> statement that the subdivision has been made with the free <br /> consent and in accordance with the desires of the owners. <br /> If the plat is subject to a dedication, the certificate or <br /> a separate written instrument shall also contain the <br /> dedication of all streets and other areas to the public, <br /> an individual or individuals, religious society or <br /> societies or to any corporation, public or private as <br /> shown on the plat and a waiver of all claims for damages <br /> against any governmental authority which may be occasioned <br /> to the adjacent land by the established construction, - <br /> drainage and maintenance of the road. The certificate or <br /> instrument of dedication shall be signed and acknowledged <br /> before a notary public by all parties having any ownership <br /> interest in the land subdivided and recorded as part of <br /> the final plat; <br /> b. A certification by a Licensed Surveyor, licensed in the <br /> State of Washington, that the plat survey is accurate and <br /> conforms to the provisions of these regulations and State <br /> law; <br /> c. Certification by Planning Director that the plat conforms <br /> to all conditions of Preliminary Approval; <br /> d. Certification by City Engineer that the plat conforms to <br /> survey data, layout of streets, alleys and right-of-ways, <br /> design of bridges, sewage and water systems, and all other <br /> public improvements; <br /> e. Certification by City Council that all conditions have <br /> been met; <br /> f. Certification by the County Treasurer that the taxes on <br /> the described property are current; <br /> g. Certification by the City Treasurer that all Local <br /> Improvement District assessments are current. <br /> 4. Subdivision Title Report: <br /> All final subdivision applications shall be accompanied by a <br /> title company certification current to within thirty (30) days <br /> from filing of final plat; provided, however, the applicant <br /> shall be responsible for updating the title report to ensure <br /> that it is current as of the time of final plat review. This <br /> report must confirm that the title of the lands as described and <br /> shown on the subdivision plat is in the name of the owners <br /> signing the plat map. <br /> 5. Restrictions and Covenants: <br /> The applicant shall submit copies of restrictions and covenants, <br /> if any, proposed to be imposed upon the use of the land. Such <br /> restrictions and covenants, if not on. the face of the plat, must <br /> be recorded prior to or simultaneously with the subdivision. <br /> -13- <br />
