• <br /> h. Public Systems Capacity - Evaluation of all impacts and <br /> provisions made for mitigation of impacts . on' ' pub1 c <br /> systems including parks, schools, and community facilities <br /> as defined in Section 5 of this Ordinance. <br /> i. Public Services - Evaluation of all impacts and provisions <br /> made for mitigation of impacts on public services <br /> including streets, all public utilities, fire and police <br /> protection as defined in Section 5 of this Ordinance. <br /> j. Flood Plain - Identification of short subdivisions <br /> proposed in the Flood Plain and compliance with <br /> requirements of this ordinance and Ordinance No. 537-78 as <br /> amended. <br /> 4. Decision by the City: <br /> a. If City Engineer and Planning Director find that <br /> appropriate provisions have been made according to Section <br /> 4-D-3, then the short subdivision may be approved. If the <br /> City Engineer and Planning Director find that the short <br /> subdivision does not make the appropriate provision for <br /> Section 4-D-3, the City may disapprove or return it to the <br /> applicant for modification and conditions for approval. <br /> b. The preliminary short subdivision decision shall be in <br /> writing and shall include findings of fact and conclusions. <br /> c. Approval of the preliminary short subdivision by the <br /> Planning Director and City Engineer shall constitute <br /> authorization for the applicant to develop the short <br /> subdivision facilities and improvements as required in the <br /> approved preliminary short subdivision. <br /> E. Time Limits <br /> 1 . Approval Within Thirty (30) Days: <br /> Preliminary short subdivisions shall be approved, disapproved or <br /> returned to the applicant within thirty (30) days from the date <br /> of filing, unless the applicant consents to a written extension <br /> of such time period. Provided, that if an environmental impact <br /> statement is required as provided in R.C.W. 43.21C.030, the time <br /> period shall not include the time spent preparing and <br /> circulating the EIS statement by the City. <br /> 2. Limitation on Approval: <br /> a. Where there are no required public improvements, final <br /> short subdivision approval must be obtained within one (1 ) <br /> year of the City's preliminary approval, after which time <br /> the preliminary short subdivision approval is void. <br /> b. Where there are required public improvements, final short <br /> subdivision approval must be obtained within three (3) <br /> years of the City's preliminary approval, after which time <br /> the preliminary short subdivision approval is void. <br /> 3. Records: <br /> All records of the proceedings concerning the preliminary short <br /> subdivision shall be kept in the Planning Department. <br /> -19- <br />
