f. A division for the purpose of lease when no residential <br /> structure other than mobile homes or travel trailers are to <br /> be placed upon the land when a binding site plan has been <br /> approved by the City for the use of the land, pursuant to <br /> E.M.C. 17; <br /> Exemptions provided by this section shall not be construed as <br /> exemptions from compliance with other applicable standards <br /> required by the City and State. <br /> F. Definitions <br /> 1. Adjacent Property Owners - The owners of real property, as shown <br /> by the records of the County Assessor, located within three - <br /> hundred (300) feet of any portion of the boundary of the proposed <br /> subdivision. If the owner of the real property which is proposed <br /> to be subdivided owns another parcel or parcels of real property <br /> which lie adjacent to the real property proposed to be <br /> subdivided, notice shall be given to owners of real property <br /> located within three (300) feet of any portion of the boundaries <br /> of such adjacently located parcels of real property owned by the <br /> owner of the real property proposed to be subdivided. <br /> 2. Applicant - Any person proposing a division of land. <br /> 3. Binding Site Plan - A drawing to scale done in accordance with <br /> the requirement of the City's Binding Site Plan Ordinance. <br /> 4. Block - A group of lots, tract or parcels within well-defined and <br /> fixed boundaries. <br /> 5. Bond - See Suitable Guarantee. <br /> 6. Building Setback Line - A line establishing the minimum distance <br /> a building may be located from any property line, stream, <br /> drainage way, steep slope or other potential hazards. <br /> 7. Building Site - An area identified on the face of the proposed <br /> plat and short plat establishing buildable areas. <br /> 8. City - For the purpose of this ordinance, it shall be the City of <br /> Everett. <br /> 9. City Standards - The Design and Construction Standards and <br /> Specifications (Ordinance 898-82 as amended) . <br /> 10. Comprehensive Plan - A document or series of documents adopted by <br /> City Council that sets forth broad guidelines and policies for <br /> the development of the City. <br /> 11. Contiguous Property Owners - Land adjacent to other land which is <br /> not under the same ownership and not separated by public <br /> right-of-way. <br /> 12. Dedication - The deliberate appropriation of land by its owner <br /> for any general and public use, reserving no other rights than <br /> such as are compatible with the full exercise and enjoyment of <br /> the public uses to which the property has been devoted. <br /> 13. Dedicatory Statement - A statement or representation on the final <br /> plat of those conditions and restrictions required to appear on <br /> the face of the final plat as a condition of plat approval. <br /> -3- <br />
