• <br /> 14. Division of Land - ' Any segregation not otherwise exempt as <br /> provided for under the provisions of this Ordinance which 'altars <br /> or affects theshape, size or legal description of any part of <br /> any owner's land. A tax segregation does not constitute a <br /> division of land for the purpose of meeting the requirements of <br /> Chapter 58.17 R.C.W. and this Ordinance. <br /> 15. Final Approval - The final official action taken by the City on a <br /> proposed subdivision, short subdivision where all the conditions <br /> of preliminary approval have been met. <br /> 16. Final Short Plat - The final permanent reproducible drawing of <br /> short subdivision prepared for filing for record with the County <br /> Auditor. <br /> 17. Final Plat - The final drawing of the subdivision and dedication _ <br /> required for filing for record with the County Auditor and <br /> containing all elements and requirements set forth in State law <br /> and in this ordinance. <br /> 18. Engineering Feasibility Study - A report prepared by a <br /> professionally licensed person qualified by training to have <br /> expert knowledge of subject. The report will identify the <br /> capability of the land to withstand disturbance, such as erosion, <br /> sedimentation, or surface slippage, or other aspects of the <br /> development. <br /> 19. Established Neighborhood Organizations - Neighborhood <br /> organizations which have filed a written request with the City's <br /> Planning Dept. requesting notification. <br /> 20. Hearing Examiner - The Land Use Hearing Examiner for the City. <br /> 21 . Improvement - Any structure or work constructed including, but <br /> not limited to, roads, storm drainage systems, sanitary sewage <br /> facilities, water mains, pedestrian and landscaping improvements. <br /> 22. Lot - A fractional part of divided lands having fixed boundaries <br /> and being of sufficient area and dimension to meet minimum zoning <br /> • requirements for width and area. The term shall include tracts, <br /> parcels, and sites. <br /> 23. Non-residential Division of Land - The subdividing of business, <br /> commercial, and industrial property done in accordance with the <br /> City's Subdivision or Binding Site Plan. <br /> 24. Owner - Any person having property vested as a fee owner, <br /> contractor, seller, purchaser, mortgagee, beneficiary or any <br /> other, whose interest controls the disposition of property. The <br /> term owner shall not include any interest which is acquired <br /> solely through the execution of an earnest money agreement. <br /> 25. Panhandle Lot - A division of land where the front and rear lots <br /> conform to zoning code requirements for lot dimensions and lot <br /> sizes except the panhandle portion of the rear lot does not meet <br /> frontage requirements and will be utilized principally for access <br /> purposes from an improved public right-of-way. <br /> 26. Person - For the purpose of this ordinance the term person shall <br /> include, but not be limited to, the following: individuals, <br /> corporations, associations and partnerships. <br /> -4- <br />
