• <br /> (a) Site has natural slope exceeding 15%; <br /> (b) Site has permanent drainage course or wetlands; <br /> (c) Conditions exist on the site or in the area adjacent <br /> to the site which may contribute to or cause erosion, <br /> drainage problems, or geological or surface slippage; <br /> (d) Site has other unique physical features. <br /> 4• Subdivisions Processed Simultaneously: <br /> Unless an applicant for preliminary subdivision approval requests _ <br /> otherwise, a preliminary plat shall be processed simultaneously <br /> with application for rezones, variances, planned residential <br /> development site plans, street vacations, and similar <br /> quasijudicial or administrative actions to the extent that <br /> procedural requirements applicable to these actions permit <br /> simultaneous processing. <br /> C. Review Process: <br /> 1. Action by the City: <br /> a. If the Planning Department determines that the applicant <br /> has met all the application requirements for preliminary <br /> subdivision and that the preliminary subdivision contains <br /> sufficient elements and data to furnish a basis for <br /> approval or disapproval, the Planning Department shall <br /> circulate copies of the preliminary subdivision application <br /> to relevant City Departments and agencies. The department <br /> or agency shall review the preliminary subdivision and <br /> furnish the Planning Department with a report as to the <br /> effect the proposed subdivision may have upon their area of <br /> responsibility and expertise. The reports submitted shall <br /> include recommendations as to the extent and types of <br /> improvements to be provided. <br /> b. The Planning Department shall prepare a written <br /> recommendation for approval or disapproval of the <br /> preliminary subdivision which shall be entitled "Staff <br /> Report", and which shall include the reports and <br /> recommendations of the City Departments and of other <br /> consulted government agencies. <br /> c. The application for the preliminary subdivision along with <br /> the staff report shall be placed on the Hearing Examiner's <br /> • agenda. <br /> d. Notice of the public hearing shall conform to the following: <br /> 1) Notice shall be published not less than fifteen (15) <br /> days prior to the public hearing in the newspaper of <br /> general circulation within the City; <br /> 2) Adjacent property owners shall be notified by mail <br /> not less than fifteen (15) days prior to the public <br /> hearing. The City shall only be required to send <br /> notice to those individuals listed on the property <br /> owner's form. <br /> -7- <br />
