. <br /> 1 (n) Any matter which, in the opinion of the Mayor, might <br /> interfere with the satisfactory operation of any treatment plants or any <br /> 2 portion of the Sewer System. <br /> 3 In the event that sewage or other matter having or exceeding the <br /> above characteristics is discharged into the sewer system, in addition to <br /> 4 other remedies, including criminal prosecution, the Public Works Director <br /> shall issue a cease and desist order. Further, the Public Works Director <br /> 5 shall investigate the circumstances of said excess pollutant discharges or <br /> sewer system blockages and estimate the cost of correction and/or <br /> 6 treatment of said discharges during the time said discharges have <br /> occurred, and the cost of correction or treatment of said discharges shall <br /> be added to the sewer charges of the customer discharging said sewage or <br /> other matter. Said costs shall be subject to adjustment in accordance <br /> 8 with the Utility Billing Supervisor's procedures. <br /> 9 In the event that the Public Works Director finds that excess <br /> pollutant discharges of liquids containing suspended solids in excess of 250 <br /> 10 parts per million or matter having a five day BOD in excess of 200 parts <br /> per million or fats, oils and grease in excess of 50 ppm. may be continued <br /> 11 without impairing proper operation of the Everett sewage system, the <br /> Public Works Director may issue an excess pollutant discharge permit and <br /> 12 establish charges therefor. Said permit shall be revocable at any time by <br /> the Public Works Director upon finding that continued discharge of <br /> 13 sewage exceeding the above standards will impair operation of the <br /> Everett sewer system at the time of sewer connection application. All <br /> 14 applicants intending to operate any industrial or manufacturing operations <br /> shall submit data concerning type of wastewater discharges and the Public <br /> 15 Works Director shall consider issuance of an excess pollutant discharge <br /> permit at that time. <br /> 16 <br /> Correction of sewer system blockage shall be charged on a time <br /> 17 and material basis. The City Council shall by resolution establish the <br /> charges for excess pollutant discharge on the basis of an annual analysis <br /> 18 of sewer collection and treatment costs. <br /> 19 <br /> is hereby amended to read hereafter as follows: <br /> 20 <br /> 21 Matter Excluded From All Sewers <br /> 22 Sewage, waste, or any matter having the following characteristics <br /> 23 shall not be discharged into, be place where they might find their way <br /> into, or be allowed to run, leak, or escape into any part of the sewer <br /> 24 system: <br /> 25 (a) Solids or viscous substances including but not limited <br /> to: ashes, cinders, glass, sand, gravel, mud, coal, straw, rubbish, shavings, <br /> 26 grass clippings, metal, rags, feathers, pin feathers, oils, grease, tar, <br /> asphalt, plastics, paraffin, cloth or cloth cutting wastes, wood, sawdust, <br /> 27 brewing or distilling slop, spend grain or hops, paunch maneur, entrails, <br /> fleshings, hide, hair, offal from livestock, poultry killing and fish <br /> 28 processing or waste containing pulped or macerated residue from <br /> industries which process fruit, vegetables, fish, meat or similar products. <br /> 29 (b) Any matter which is chemically or physically stable for at <br /> least five days at twenty degrees centigrade, or which would form a <br /> 30 deposit or obstruction or damage or reduce the capacity of the sewer into <br /> which it was placed. <br /> 31 (c) Flammable, explosive or poisonous liquids, gases or solids or <br /> any matter which, after entrance into a sewer, might reasonably be <br /> 32 expected to form in any way such flammable, explosive or poisonous <br /> liquids, gases or solids. <br /> -2- <br />
