• <br /> • <br /> 3. Access and parking design <br /> a. All access and parking areas, including visitor parking, <br /> loading, and storage areas, shall be developed within an <br /> overall site plan design and landscape theme. <br /> b. Direct primary ingress and egress from arterial roads to <br /> individual establishments shall be discouraged in favor of <br /> shared access from adjacent city streets. <br /> c. No other driveway approach shall be allowed where <br /> reasonable egress and ingress can be secured from existing <br /> alleys. (See Section 13.16.05 E.M.C. ) <br /> d. Access and parking elements shall be designed so as to <br /> prevent shortcutting through areas. <br /> e. Developments should be encouraged to provide enclosed <br /> parking. <br /> f. For additional parking requirements to be complied with, <br /> see Chapter 19.40 E.M.C. <br /> 4. Environmentally sensitive areas <br /> a. All substantial development shall be subject to a detailed <br /> site plan review in compliance with the City's SEPA <br /> Ordinance. The extent of the site plan review of <br /> environmental sensitive areas shall be determined by: <br /> 1) An environmental checklist pursuant to the State <br /> Environmental Policy Act, <br /> 2) A comparison and evaluation of the proposed <br /> development against all relevant plans and city <br /> ordinances, and where applicable, <br /> 3) a review and evaluation of all development located <br /> within the designated areas of the City's Shoreline <br /> Plan and Snohomish County Shoreline Master Program. <br /> b. The development of environmentally sensitive areas shall be <br /> discouraged. The development potential of such sensitive <br /> areas may be transferred to the developable portion of the <br /> site subject to density limitations of the entire parcel. <br /> 5. Public access to shoreline <br /> a. All proposed substantial development located within <br /> Shoreline Plan Master Program designated area shall be <br /> subject to a detailed analysis of public shoreline needs <br /> and long range plans. <br /> b. Public access to the shoreline shall be provided in <br /> compliance with the City's Open Space, Park and Recreation <br /> Plan, and the City's Shoreline Plan Master Program. <br /> 6. View preservaton <br /> All sites shall be developed to preserve important view <br /> corridors to the extent feasible. Site plan proposals <br /> shall incorporate existing topographic features, variable <br /> heights and location of buildings, and architectural design <br /> principles to achieve this goal. <br /> -4- <br />
