• <br /> D. Special Property Uses <br /> Only those special property uses for which a special property use <br /> permit is acquired per Chapter 19.58 E.M.C. are permitted. <br /> E. Site Plan Review Process <br /> 1. A SEPA review is required as per City's SEPA Ordinance. <br /> 2. All applications for permitted uses shall be reviewed and <br /> approved through an inter-departmental site plan evaluation <br /> coordinated by the City Planning Director prior to the issuance <br /> of any City permits. The site plan evaluation process shall <br /> consist of an inter-departmental review to ensure compliance with <br /> the hereindescribed development standards and performance <br /> standards. <br /> 3. All applications for conditional uses shall be reviewed through <br /> the inter-departmental site plan evaluation process described in <br /> Subsection 2 herein and shall be in compliance with the City's <br /> Conditional Use Ordinance. <br /> 4. All special property uses shall be reviewed through an <br /> inter-departmental site plan evaluation process described in <br /> Subsection 2 herein and shall be in compliance with the City's <br /> Special Property Use Ordinance. <br /> F. Development standards <br /> 1. Gross floor area ratio <br /> a. For non-residential uses, there shall be a maximum gross <br /> floor area ratio of .60; <br /> b. Residential uses and densities shall be in compliance with <br /> the R-3 (A) zone; <br /> 2. Height <br /> The maximum height for buildings and accessory structures <br /> shall be thirty-five (35) feet above the average elevation <br /> at the foot of the building. <br /> 3. Yard requirements <br /> a. No required yards for non-residential uses. <br /> b. Residential uses shall meet the lot area requirements of <br /> the R-3(A) zone. <br /> c. Both non-residential and residential uses, when located on <br /> a corner lot, shall provide sight clearance (as specified <br /> under Section 19.42.010 E.M.C.). <br /> Exception: Multiple family residential and non-residential <br /> development shall provide a fifteen (15) foot wide corridor <br /> of protective screening along all common boundaries with <br /> adjacent single family residential areas. <br /> 4. Parking <br /> Off-street parking shall be comply with Chapter 19.40 <br /> E.M.C. and all applicable regulations outlined in this <br /> Ordinance. <br /> -3- <br />
