•
G. Performance standards
1. Landscaping/protective screening
a. All development shall provide landscaping and protective
screening in compliance with Chapter 19.40 E.M.C. and the
regulations contained herein.
b. A landscaping strip of ten (10) feet wide shall be provided
as a visual screen between existing public rights-of-way
and all proposed development.
c. A landscaping corridor of fifteen (15) feet in width shall
be required as a visual screen and protective buffer to
separate multiple family residential and non-residential
development from adjacent single family residential areas.
d. The design and amount of landscaping required for
protective screening shall be determined by its
effectiveness in mitigating potential nuisances such as
noise, glare, lack of privacy, signs, unsightly structures,
parking lots, and other adverse impacts. (Also see Chapter
19.42 E.M.C.)
e. The minimum requirement for protective screening shall
consist of a landscaped corridor of a combination of
evergreens, deciduous trees, shrubs, and groundcover.
f. The landscaping shall consist of a greenbelt planting strip
of five (5) feet in width with sufficient sight obscuring
vegetation of at least six (6) feet in height.
g. Structural design elements such as berms, walls, and fences
shall be incorporated into the landscaping when vegetation
would not achieve the required mitigation of potential
nuisances.
2. Relationship to existing uses
All development shall be compatible with adjacent uses in terms
of scale and architectural design, landscaping, internal
circulation and parking, utility service function, and solar
orientation.
3. Access and parking design
a. All access and parking areas, including visitor parking,
loading, and storage areas, shall be developed within an
overall site plan design and landscape theme.
b. Direct primary ingress and egress from arterial roads to
individual establishments shall be discouraged in favor of
joint access from adjacent city streets.
c. No driveway approach shall be allowed where reasonable
egress and ingress can be secured from existing alleys.
(See Chapter 13.16 E.M.C.)
d. Access and parking elements shall be designed so as to
prevent shortcutting through areas.
e. Developments should be encouraged to provide underground or
enclosed parking.
f. For additional parking requirements to be complied with,
(See Chapter 19.40 E.M.C. )
-4-
