• <br /> • <br /> 1 Official City employment history of City employees and <br /> shall contain all Civil Service records, reports of <br /> 2 personnel actions, original copies of all <br /> correspondence and memoranda primarily relating to the <br /> 3 employee and any other material deemed appropriate by <br /> the Personnel Officer. Records of a criminal nature <br /> 4 shall be kept in other locations, but in such cases a <br /> notation of their location shall be placed in the <br /> 5 individual ' s file. <br /> 6 Access to an employee ' s personnel file shall be <br /> restricted to the employee , his authorized agents, his <br /> 7 supervisors, the Civil Service Commissioners, and the <br /> City Personnel Staff. An employee may have written <br /> 8 comments placed in his file at any time. <br /> 9 5. Performance records. <br /> 10 6. Grievance procedures under collective bargaining <br /> agreements. <br /> 11 7. Disciplinary p y procedures. <br /> 12 8. Administration of: <br /> 13 a. Pay Plan <br /> 14 b. Eligibility Lists <br /> 15 c. Layoff procedures and policies <br /> 16 d. Hours of work and holidays <br /> 17 e. Other fringe benefits <br /> 18 f. Probationary periods <br /> 19 <br /> 20 Section 3 : Civil Service Commission. The Everett Civil <br /> Service Commission shall : <br /> 21 1 . Provide for the classification of all employees except <br /> 22 day laborers and appointive officers. <br /> 23 2. Provide for open, competitive and free examinations as <br /> to fitness. <br /> 24 3. Provide for an eligibility list from which all <br /> 25 vacancies shall be filled, except those specifically <br /> exempted by the City Council. <br /> 26 4. Provide for period of probation before employment is <br /> made permanent. <br /> 27 <br /> 28 5. Provide for promotion on the basis of merit , <br /> experience and record. <br /> 29 6. Hear appeals from suspension, terminations and <br /> 30 reductions in rank; and administer oaths, issue <br /> subpoenas and require the attendance of witnesses and <br /> 31 the presentation of documents as required in <br /> hearings.
