• <br /> Hearing Examiner who may hear the appeals. Any <br /> 1 Hearing Examiner so appointed shall be paid such <br /> reasonable fees as may be determined by the City <br /> 2 Council. <br /> 3 7. Keep records of their proceedings. <br /> 4 The Commission, through the exercise of the above stated right , <br /> powers and duties, will enable the City to substantially <br /> 5 accomplish the purpose of Chapters 41.08 and 41. 12 of the <br /> Revised Code of Washington. <br /> 6 <br /> The Council may by ordinance confer upon the Commission such <br /> 7 further rights and duties as may be deemed necessary to enforce <br /> and carry out the principles of Article VIII of the City <br /> 8 Charter and this ordinance. <br /> 9 Section 4 : Types of Employment . Classified positions <br /> shall be considered as all positions except those held by <br /> 10 Appointive Officers or Day Laborers. Classified positions <br /> shall be filled in the following manner: <br /> 11 <br /> 1. An appointment of one of the three top ranked <br /> 12 applicants on an appropriate certified eligibility <br /> list . <br /> 13 <br /> 2. An acting or temporary appointment. Such appointments <br /> 14 in the non-uniformed City service shall be for a <br /> period not exceeding 90 days, subject to two <br /> 15 extensions of additional periods not exceeding 30 days <br /> each when granted, in necessary cases, by the <br /> 16 Personnel Officer and concurred with by the Civil <br /> Service Commission upon satisfactory written <br /> 17 justification by the department head and only until a <br /> regular appointment can be made. Acting or temporary <br /> 18 appointments in uniformed City service may be made for <br /> a period not exceeding 6 months, subject to extensions <br /> 19 of additional periods not exceeding 30 days each in <br /> accordance with the above procedure. No temporary or <br /> 20 acting appointment shall continue beyond a 30 day <br /> period after the certification of an appropriate <br /> 21 eligibility list of three or more names. <br /> 22 Section 5: Eligibility Lists. After an examination, an <br /> eligibility list shall be prepared and kept available . The <br /> 23 scores used to establish the list shall include veterans credit <br /> if applicable under RCW 41.04. Whenever identical ratings are <br /> 24 earned , as the result of an open and competitive examination, <br /> they shall be considered as equal in rank. Whenever identical <br /> 25 ratings result from a promotional examination, seniority shall <br /> be the deciding factor in determining the ranking of eligibles . <br /> 26 Open and competitive eligibility lists shall be valid for one <br /> 27 or two calendar years from the date of certification. The <br /> Personnel Officer shall determine, prior to certification, <br /> 28 whether such a list shall be a one or a two year list. <br /> Promotional eligibility lists shall be valid for three calendar <br /> 29 years from date of certification. An open and competitive <br /> eligibility list may be abolished when fewer than three names <br /> 30 remain on it . When fewer than three names remain on a <br /> promotional eligibility list , or when mutually agreed upon as <br /> 31 being necessary for the efficient operation of a Department, <br /> 32 <br />
