Class - A position or group of positions sufficiently alike <br /> so that a single descriptive class title can be used for <br /> 2 all positions in the class and so that the knowledge, <br /> abilities and skills required for success in the position <br /> 3 are comparable enough to make practical a general standard <br /> for recruitment and so that the levels of difficulty and <br /> 4 responsibility of the positions are so nearly equal that <br /> the same salary range can be used. <br /> 5 <br /> 6. Classification - The process of assigning a position to a <br /> 6 class within the classification plan. <br /> 7 7. Day Laborer - An employee ocupying a position intended to <br /> by occupied on less than a year around basis to cover <br /> 8 seasonal peak work loads , emergency work loads of limited <br /> duration, necessary vacation relief and other situations <br /> 9 involving fluctuating staff. <br /> 10 8. Eligibility List - A list of names of all persons passing <br /> an examination arranged in order of final scores earned, <br /> 11 from the highest to the lowest passing score. <br /> 12 9. Handicap - Protected handicapped conditions include, but <br /> are not limited to : blindness, cancer, cerebral palsy , <br /> 13 deafness or hearing impairment, diabetes, epilepsy , heart <br /> disease , mental or emotional illness, mental retardation, <br /> 14 multiple sclerosis, muscular dystrophy , <br /> orthopedic/speech/visual impairment, dyslexia, minimal <br /> 15 brain dysfunction, developmental aphasia , spina bifida. <br /> 16 10. Layoff - Termination by reduction of force. <br /> 17 11 . Merit - A system of appointing and promoting personnel by a <br /> competitive examination. <br /> 18 <br /> 12. Open and Competitive Examination - An examination, as <br /> 19 determined by the Civil Service Commission, to establish an <br /> eligibility list for a classified position, which is open <br /> 20 to anyone meeting the basic requirements as stated in the <br /> call for applicants. <br /> 21 <br /> 13. Position - A group of current duties and responsibilities <br /> 22 assigned by competent authority requiring the employment of <br /> one person. <br /> 23 <br /> 14. Probationary Employee - An employee in a classified <br /> 24 position who has not yet completed the probationary period . <br /> 25 15. Promotion - The assignment of an employee to a position in <br /> a higher classification having a higher minimum and maximum <br /> 26 salary that the postition from which his assignment is made. <br /> 27 16. Promotional Examination - An examination open only to City <br /> employees who meet the requirements as stated in the call <br /> 28 for applicants. <br /> 29 17. Reduction in Rank - The movement of an employee from one <br /> classification to another classification having a lower <br /> 30 rate of pay , excluding reclassification. <br /> 31 18. Suspension - A permanent or temporary cessation or <br /> reduction of wages. <br /> 32 <br />
