Any employee whose base salary under a previous schedule is greater than the base salary provided in the schedule contained in this ordinance shall continue to receive the previous base pay; salaries not covered by collective bargaining will be set per the compensation ordinance. B. Ranges prefaced by "P" are established by the City Council in accordance with the City Charter of Everett. C. Range numbers prefaced by "R" are considered to be the minimum, mid-point and maximum salary ranges within which the Mayor may set the salary to be paid to employees covered by the compensation ordinance. Section 4: A. Seasonal day laborers employed by the City in the Recreation Division of the Parks and Recreation Department will be rated by their qualifications, experience and background, and type and nature of duties to be performed and compensated at a minimum of no less than the current federal minimum wage and a maximum of no more than $7.10 per hour. B. Day laborers employed by the City in all other City departments will be rated by their qualifications, experience, nature of duties and background, and compensated at a minimum of no less than the current minimum wage per prevailing negotiated union contract. C. The Mayor and/or his designee together with each Department Head employing day laborers shall establish the rate of pay therefor within the minimum and maximum rate based on the qualifications, experience, nature of duties and background of each day laborer employee. D. In the case of Library day laborer or Library page employees, the Library Board together with the Library Director shall establish the rate of pay therefor within the minimum of the current federal minimum wage and a maximum rate of $7.10 per hour based on the qualifications, experience and background of each day laborer employee. E. The administrative salary codes for day laborers and Library pages will be as follows: 010 Day Laborer Category I 020 Day Laborer Category II 030 Day Laborer Category III 040 Day Laborer/Work Study 050 Library Page Section 5: A. There is hereby adopted as part of this salary schedule, longevity pay for those employees who are covered under AFSCME, Local 113, Everett Firefighters Local 350, Everett Police Officers Association and the Snohomish County Building and Construction Trades Council per their respective collective bargaining agreements. B. Longevity pay shall not be paid to appointive employees, public officials, members of the Amalgamated Transit Union (Local 883), part-time employees or day laborers.
