ORDINANCE NO. /65-6---g4-11 <br /> AN ORDINANCE of the City of Everett, Washington, <br /> providing for the submission to the qualified <br /> electors of the City at a special election to <br /> be held therein on September 18, 1984 , of a <br /> proposition authorizing the issuance by the <br /> City of its general obligation bonds in the <br /> aggregate principal amount of not to exceed <br /> $9 , 000 , 000 for the purpose of providing part <br /> of the funds for a Jackson Civic Center in <br /> the City for civic, community, conference and <br /> library uses. <br /> WHEREAS, the Jackson Civic Center will provide the City of <br /> Everett, Washington (the "City" ) with a prestigious and lasting <br /> civic facility for all; and <br /> WHEREAS , the Jackson Civic Center will bring various econom- <br /> ic benefits to the City; and <br /> WHEREAS, in order to provide funds necessary to pay part of <br /> the cost of the Jackson Civic Center it is deemed necessary and <br /> advisable that the City issue and sell its unlimited tax general <br /> obligation bonds in the aggregate principal amount of not to <br /> exceed $9 ,000 , 000; and <br /> WHEREAS , the Constitution and laws of the State of <br /> Washington provide that the question of whether or not the City <br /> may issue such bonds for such purposes must be submitted to the <br /> qualified electors of the City for their ratification or re- <br /> jection; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES <br /> ORDAIN as follows : <br /> Section 1 . Findings. The City Council of the City of <br /> Everett (the "Council") , has studied the need for a City communi- <br /> ty and civic center and hereby finds and declares that the <br /> Jackson Civic Center would provide a focus for attracting nation- <br /> al and international attention to Everett, and would enable the <br />
