• <br /> • <br /> City to provide facilities for conferences, studies and meetings <br /> on questions of importance to Everett, including trade relations <br /> and commerce, thereby bringing visitors and potentially attract- <br /> ing new business and industry to the City. In addition, the <br /> Center would enhance local interest in the arts and provide <br /> additional educational opportunities. <br /> Financial participation by the City in an amount not to <br /> exceed $9 , 000 , 000 would provide the basic funding for the Jackson <br /> Civic Center, which would be supplemented by such private contri- <br /> butions and state and federal grants as may be obtained. <br /> The Council hereby finds and declares that its purpose is <br /> the creation of a single multi-purpose community center pursuant <br /> to Chapter 35 . 59 RCW, and that the creation of such center <br /> constitutes a single purpose . <br /> Based upon the foregoing, the Council further finds and <br /> declares that it is in the best interests of the citizens of <br /> Everett that the City acquire, construct and equip the Jackson <br /> Civic Center. The Council further finds and declares that the <br /> expenditure of public funds and the acquisition of property or <br /> property rights necessary for the planning, development, acquisi- <br /> tion, construction and equipping of the Jackson Civic Center is <br /> for a public use and a public and strictly municipal purpose. <br /> Section 2. Authorization of Center. The City shall ac- <br /> quire, construct and equip the Jackson Civic Center, which shall <br /> include conference and general meeting facilities , a community <br /> hall, library facilities, parks and public gathering places, a <br /> permanent exhibit reflecting the life and career of Senator <br /> Henry M. Jackson, and related facilities . The Council shall, <br /> consistent with the purposes and provisions of this ordinance, <br /> approve plans and specifications for the Center and proceed with <br /> the acquisition, construction and equipping thereof in such <br /> -2- 15 P <br />
