1 Section 5: RECORD OF TRANSACTIONS. <br /> 2 A. Every pawnbroker or secondhand dealer in the City of Everett, or their <br /> 3 employees, shall keep an accurate record in which shall be legibly written at the time <br /> 4 of each transaction an accurate description of the goods, articles or things purchased or <br /> 5 pawned, the time of purchasing or pledging the same, the amount of money paid <br /> 6 therefor or loaned thereon, the rate of interest to be paid on such loan, the time within <br /> 7 which said pawn is to be redeemed, and the name, age and place of residence, with the <br /> 8 street number of the house of the person selling or pledging such article or thing. When <br /> 9 any jewelry, or gold or silver articles of any kind are sold or pledged to any pawnbroker <br /> 10 or secondhand dealer he shall note in such records all letters or marks inscribed <br /> 11 thereon. <br /> 12 B. Every pawnbroker and secondhand dealer doing business in the City of <br /> 13 Everett shall furnish or mail within twenty-four hours to the Everett Chief of Police or <br /> 14 his designee on such forms as are provided by the Everett Chief of Police, a full, true, <br /> 15 and correct transcript of the record of all transactions conducted on the preceding day. <br /> 16 The pawnbroker or secondhand dealer shall be responsible for keeping sufficient forms <br /> 17 on hand. <br /> 18 Section 6: STOLEN GOODS. <br /> 19 A. Following notification from the Everett Police Department or any other <br /> 20 law enforcement agency that an item of property has been reported as stolen, the <br /> 21 pawnbroker or secondhand dealer shall hold that property intact and safe from <br /> 22 alteration, damage, or commingling. The pawnbroker or secondhand dealer shall place <br /> 23 an identifying tag or other suitable identification upon the property so held. Property <br /> 24 held shall not be released for one hundred twenty days from the date of police <br /> 25 notification unless released by written consent of the Everett Chief of Police or his <br /> 26 designee or by order of a court of competent jurisdiction. The pawnbroker or <br /> 27 secondhand dealer shall give ten days written notice before the expiration of the one <br /> 28 hundred twenty day holding period to the Everett Police Department about the stolen <br /> 29 property. If notice is not given within the required ten day period, then the hold on the <br /> 30 property shall continue for an additional one hundred twenty days. The Everett Chief <br /> 31 of Police or his designee may renew the holding period for additional one hundred <br /> 32 twenty day periods as necessary. <br /> -4- <br />
