<br /> AN ORDINANCE allowing discharge of certain untreated sewage into
<br /> 3 the City's sewer system, establishing charges therefor, and
<br /> amending Section 6 of Ordinance No. 29-69 (EMC 14.08.300).

<br /> 5 WHEREAS, the City Council finds that the Public Works Director should be
<br /> 6 authorized to allow discharge of untreated wastewater into the City's sewer system
<br /> 7 which exceeds the maximum characteristic limits established in EMC 14.08.300
<br /> 8 provided the waste discharged does not impair the treatment plant or collection system;
<br /> 9 and
<br /> 10 WHEREAS, the City Council finds that customers or users who discharge excess
<br /> 11 pollutants beyond the limits established by EMC 14.08.300 should be surcharged
<br /> 12 accordingly;
<br /> 13 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN:
<br /> 14 Section 1: Section 6 of Ordinance No. 29-69 (EMC 14.08.300) reads as follows:

<br /> Matter excluded from all sewers
<br /> 16
<br /> Sewage, waste, or any matter having the following characteristics
<br /> 17 shall, under no conditions, be discharged into, be placed where they might
<br /> find their way into, or be allowed to run, leak, or escape into any part of
<br /> 18 the sewer system:
<br /> 19 (a) Solids or viscous substances including but not limited
<br /> 20 to: ashes, cinders, glass, sand, gravel, mud, coal, straw, rubbish, shavings,
<br /> grass clippings, metal, rags, feathers, pin feathers, oils, grease, tar,
<br /> 21 asphalt, plastics, paraffin, cloth or cloth cutting wastes, wood, sawdust,
<br /> brewing or distilling slop, spent grain or hops, paunch maneur, entrails,
<br /> 22 fleshings, hide, hair, offal from livestock, poultry killing and fish
<br /> processing or waste containing pulped or macerated residue from
<br /> 23 industries which process fruit, vegetables, fish, meat or similar products.
<br /> (b) Any matter which is chemically or physically stable for at
<br /> 24 least five days at twenty degrees centigrade, or which would form a
<br /> deposit or obstruction or damage or reduce the capacity of the sewer into
<br /> 25 which it was placed.
<br /> (c) Flammable, explosive or poisonous liquids, gases or solids or
<br /> 26 any matter which, after entrance into a sewer, might reasonably be
<br /> expected to form in any way such flammable, explosive or poisonous
<br /> 27 liquids, gases or solids.
<br /> (d) Matter of any nature at a temperature above one hundred
<br /> 28 fifty degrees Fahrenheit.
<br /> (e) Liquid matter of any nature containing suspended solids in
<br /> 29 excess of 1,000 parts per million.
<br /> (f) Matter of any nature containing a five day Biochemical
<br /> 30 Oxygen Demand in excess of 400 parts per million.
<br /> (g) Animal or vegetable greases, oils or matter containing
<br /> 31 animal or vegetable grease or oil of any nature in excess of 200 parts per
<br /> million, or any petroleum products.
