ORDINANCE NO. /039— '-jf <br /> AN ORDINANCE creating a special construction fund <br /> entitled "1984 Block Grant Neighborhood Improvement <br /> Fund No. 369" authorizing the construction of <br /> improvements as voted on by Council for Northeast <br /> Everett ($30,838) , Port Gardner ($30,838) , Lowell <br /> ($30,838) and Riverside ($30,838) on April 25, 1984, <br /> and authorizing $123,352 for these improvements. <br /> WHEREAS, the City Council has recognized the need to improve Lowell , <br /> Port Gardner, Northeast Everett and Riverside neighborhoods; and <br /> WHEREAS, the City Council has allocated from the 1984 Block Grant <br /> fund $123,352 to make the needed improvements and to be divided among Lowell , <br /> Port Gardner, Riverside and Northeast Everett Neighborhoods; and <br /> WHEREAS, the Lowell , Port Gardner, and Northeast Everett Neighborhood <br /> residents were asked to suggest improvements and then specify their priorities <br /> for the expenditure of Block Grant Funds; and <br /> WHEREAS, Numerous neighborhood meetings have been held, and the following <br /> neighborhood-wide meetings where residents voted were held in three of the <br /> neighborhoods on the improvement projects to be recommended to City Council . <br /> - March 20, 1984 in Northeast Everett <br /> - March 21 , 1984 in Riverside <br /> - March 28, 1984 in Lowell <br /> - April 9, 1984 in Port Gardner <br /> WHEREAS, on April 25, 1984, the City Council approved Resolutions 2416 <br /> (Riverside) , 2417 (Lowell ) , 2418 (Port Gardner) and Resolution 2419 (Northeast) <br /> authorizing the preparation of the Plans and Systems Ordinance. <br /> NOW, THEREFORE, be it ordained by the City Council of the City of Everett, <br /> that: <br /> Section 1 : A special construction fund is hereby established as Fund No. 369 <br /> entitled "1984 Block Grant Neighborhood Improvement Fund" to accomplish the <br /> actions authorized in subsequent sections of this Ordinance. <br /> Section 2: Authorization is hereby given to provide for the development of con- <br /> tract plans, specifications and detailed cost estimates and construction required <br /> to provide the following: <br /> A. Lowell Neighborhood Improvements <br /> 1 . Allocate $57,300 in CDBG funds and matching funds for the following <br /> street and drainage improvement projects: <br /> A. South 4th Avenue Lincoln Street to 52nd Avenue. Overlay existing <br /> street with asphalt pavement. $7,000 <br /> B. Lincoln Street South 2nd to South 3rd. Construct perforated drain <br /> and graveled shoulders. $10,300 <br /> C. South 2nd Avenue Lowell Park to River Road. Construct asphalt <br /> pedestrian/bicycle path. $40,000. <br /> 2. Allocate $1 ,200 for neighborhood wide refuse clean-up project. <br /> 3. Allocate $100 to plan approximately three (3) trees one block south of <br /> Lowell Park. <br /> 4. Approve expenditure of $10,000 for a historical survey for the Lowell <br /> Neighborhood. <br />
