• ORDINANCE NO. 1022-84 AN ORDINANCE entitled "General Utility Taxes" providing for the imposition of an excise tax on the telegraph, telephone, electrical and natural gas businesses, levying a tax upon the gross revenues of such utility business, providing when said tax shall be paid, and establishing an effective date for the imposition of such tax upon the described utility business . WHEREAS, the City of Everett, in the exercise of its tax powers deems it necessary and advisable to impose a tax upon certain business activities in the City of Everett. NOW, THEREFORE THE CITY OF EVERETT DOES ORDAIN: Section 1 : Businesses subject to Utility Taxes. There is hereby levied and shall be collected an excise tax on account of the business activities described herein, and in the amounts to be determined by the application of the rates against gross income, as follows : A. Upon every person engaged in or carrying on a telegraph business a tax equal to four percent ( 4 % ) of the total gross income from such business in the City of Everett during the fiscal year next preceding the tax year , whichever is greater . This tax shall be paid annually, on or before the 15th day of February of each year . B. Upon every person engaged in or carrying on a telephone business, a tax equal to four percent ( 4 % ) of the total gross operating revenues, including revenues from intrastate tolls, derived from the operation of such business within the City of Everett, which shall be paid monthly on or before the 20th day of the following month. ( 1 ) Gross operating revenues for this purpose shall not include charges which are passed on the the subscribers by a telephone company pursuant to tariffs required by regulatory order to compensate for the cost to the company of the tax imposed by this ordinance. ( 2 ) "Telephone business" means the business of providing access to a local telephone network , local telephone network switching service, toll service, or coin telephone services, or providing telephonic, video, data, or similar communication or transmission for hire, via a local telephone network , toll line or channel , or similar communication or transmission system. It includes cooperative or farmer line telephone companies or associations operating an exchange. "Telephone business" does not include the providing of competitive telephone services , nor the providing of cable television services.
