•
•
Attachment B
Septic to Sewer Conversion Information
Grinder Pump Side Sewers
City Contact: Kirk Brooks, 425-257-8815, kbrooks@cLeverett.wa.us
Permit Services, 2nd Floor, 3200 Cedar Street, Everett WA 98201
Property owners installing the grinder pumps will need to submit a permit application for side sewers
that can also cover the needed electrical modifications for the new pumps. The total permit cost will
be about$140 per applicant. Applicants could submit individually,or if a common contractor were
involved it would be best to submit the permit applications from all parties concurrently(say if all
residences would install the grinder system from the same vendor and/or have the same contractor).
Each property owner is responsible for the permitting, inspection requests, purchase cost, installation,
and maintenance of the grinder pump system and side sewer lateral from your residence to the City
connection. By ordinance each residence needs it's own side sewer(you will not be allowed to share
a side sewer),however multiple side sewers could be placed in the same trench.
If your side sewer must pass through another property, you must be able to verify an easement or a
right to have the side sewer in another's property. The Utility Dept.has a complete set of title reports
and these are available upon request.Owners need to make sure of legal access if a lateral cross
someone else's property.
Owner accepts responsibility for maintaining the private sewer system and for any damages that
occur as a result of failure to maintain the private system and protection against backflow from the
City's system.,Backflow prevention is required, and at a minimum is a spring loaded check valve at
the point of connection to the city's system(with an isolation valve); it is the owner's option to
install a more extensive backflow device.
The grinder pump system and piping must be adequately sized, and meet applicable codes, and be
able to deliver approximately 100 feet of head. The side sewer and grinder pump must meet current
plumbing code requirements—your contractor should be knowledgeable.
Electrical modifications or connections to the pump need to be permitted and approved by the City's
electrical permit and inspections. Pump and piping connections also have to meet the City's
plumbing permits and inspections.
The City has installed for every connection a heavy-duty resilient seated shutoff valve at the lateral
connection, a small vault, and a cleanout. Cleanouts within private lines(e.g. elbows and critical
points)may be useful.
Vents, a check valve, and a heavy-duty resilient shutoff valve at the pump should be considered
within your private side sewer. These provide protection and isolation of the system for servicing.
Connection fees are waived if property owner connects to City sewers within one year of notice(date
of this letter)of completion of the City installed pressure main in 47th. If the connection is not done
within the year, then the sewer connection fees are based on square footage for single family
residences—for residences between 1,000 and 2,000 SF the fee is $814 and$1013 for those over
2,000 SF.
S:\#Common\clerical\MAILING\47th final let 030305.doc .4 5S 3/2/2005
