limits. The City shall make a copy of the current year's rent limits available to the Agency upon written request. If a City-Assisted Unit or a HOME-Assisted Unit also receives a project-based rental subsidy or the tenant receives a federal or state direct rental subsidy, and the household pays a contribution toward rent not more than thirty (30%) of the household's adjusted income, then the maximum rent (i.e., tenant contribution plus rental subsidy) is the rent allowable under the federal or state rental subsidy program. Gross monthly rent incorporates an allowance for tenant-paid utilities (excluding telephone and cable TV), which is deducted to determine the maximum net monthly rent payable by the tenant. VIII. ENVIRONMENTAL REVIEW The Agency shall cause the Owner to include the environmental mitigation requirements, specified in the NEPA Environmental Review Record approved by Snohomish County, dated 2/10/17 and updated on 8/9/17, to be incorporated as part of the environmental mitigation completed for the Project as follows: A) Lead Based Paint and Asbestos Containing Materials: 1. Prior to demolition, a comprehensive building asbestos performed pursuant to the "pre- construction survey" requirements of ASTM E 2356-10, "Standard Practice for Comprehensive Building Asbestos Surveys". A copy of the survey will be provided to the City of Everett Planning Department within 5 days of the survey being finalized. 2. A copy of the Lead Based Paint Survey will be provided to the City of Everett Planning Department within 5 days of the survey being finalized. 3. A copy of the draft bid specifications and plans which include and indicate compliance with all recommendations contained in a Comprehensive Building Asbestos Survey performed by a qualified asbestos inspector in accordance with the "pre-construction survey" requirements of ASTM E 2356-10, "Standard Practice for Comprehensive Building Asbestos Surveys"; and a Lead Based Paint Survey performed by a certified lead-based paint inspector in accordance with all federal, state, and local requirements will be provided to the City of Everett Planning Department for review and approval prior to publishing for bids. 4. A copy of the contractor's employee work manual describing the protection methods and Lead-Safe work processes used when working on materials containing lead-based paint which meet WAC 296-155-176 will be provided to the City of Everett Planning Department prior to award of the construction contract. 5. A copy of the contractor's current Lead-based Paint certification will be provided to the City of Everett Planning Department prior to award of the construction contract. 6. All asbestos abatement must be done in accordance with EPA requirements for air pollution prevention pursuant to 40 CFR, subpart M especially, 40 CFR 61.145 and OSHA requirements for Worker Protection, pursuant to 29 CFR 1926.1101, and any LSTF Exhibit A Cocoon House Page 5 of 7
