The City shall make a copy of the current year's rent limits available to the Agency upon <br /> written request. <br /> If a City-Assisted Unit or a HOME-Assisted Unit also receives a project-based rental subsidy <br /> or the tenant receives a federal or state direct rental subsidy, and the household pays a <br /> contribution toward rent not more than thirty (30%) of the household's adjusted income, then <br /> the maximum rent (i.e., tenant contribution plus rental subsidy) is the rent allowable under the <br /> federal or state rental subsidy program. <br /> Gross monthly rent incorporates an allowance for tenant-paid utilities (excluding telephone <br /> and cable TV), which is deducted to determine the maximum net monthly rent payable by the <br /> tenant. <br /> VIII. ENVIRONMENTAL REVIEW <br /> The Agency shall cause the Owner to include the environmental mitigation requirements, <br /> specified in the NEPA Environmental Review Record approved by Snohomish County, dated <br /> 2/10/17 and updated on 8/9/17, to be incorporated as part of the environmental mitigation <br /> completed for the Project as follows: <br /> A) Lead Based Paint and Asbestos Containing Materials: <br /> 1. Prior to demolition, a comprehensive building asbestos performed pursuant to the "pre- <br /> construction survey" requirements of ASTM E 2356-10, "Standard Practice for <br /> Comprehensive Building Asbestos Surveys". A copy of the survey will be provided to the <br /> City of Everett Planning Department within 5 days of the survey being finalized. <br /> 2. A copy of the Lead Based Paint Survey will be provided to the City of Everett Planning <br /> Department within 5 days of the survey being finalized. <br /> 3. A copy of the draft bid specifications and plans which include and indicate compliance with <br /> all recommendations contained in a Comprehensive Building Asbestos Survey performed <br /> by a qualified asbestos inspector in accordance with the "pre-construction survey" <br /> requirements of ASTM E 2356-10, "Standard Practice for Comprehensive Building <br /> Asbestos Surveys"; and a Lead Based Paint Survey performed by a certified lead-based <br /> paint inspector in accordance with all federal, state, and local requirements will be <br /> provided to the City of Everett Planning Department for review and approval prior to <br /> publishing for bids. <br /> 4. A copy of the contractor's employee work manual describing the protection methods and <br /> Lead-Safe work processes used when working on materials containing lead-based paint <br /> which meet WAC 296-155-176 will be provided to the City of Everett Planning Department <br /> prior to award of the construction contract. <br /> 5. A copy of the contractor's current Lead-based Paint certification will be provided to the <br /> City of Everett Planning Department prior to award of the construction contract. <br /> 6. All asbestos abatement must be done in accordance with EPA requirements for air <br /> pollution prevention pursuant to 40 CFR, subpart M especially, 40 CFR 61.145 and OSHA <br /> requirements for Worker Protection, pursuant to 29 CFR 1926.1101, and any LSTF <br /> Exhibit A <br /> Cocoon House <br /> Page 5 of 7 <br />
