1 a. to determine eligibility of employees and suggestions; <br /> 2 b. to review evaluations of suggestions; <br /> 3 c. to recommend acceptance or non-acceptance of suggestions; <br /> 4 d. to recommend awards for accepted suggestions; <br /> 5 e. to recommend proposals to improve the Suggestion System; <br /> 6 f. to promulgate rules and regulations to be adopted by the Mayor for <br /> the administration and operation of the Suggestion System; and <br /> 7 <br /> g• to do all things necessary to aid and assist the Suggestion System. <br /> 8 <br /> 9 The Suggestion Award Board members shall serve terms in accordance with the <br /> 10 Charter provisions. The Suggestion Award Board shall select a Chairman and <br /> 11 Vice-Chairman annually. Three members of the Suggestion Award Board shall <br /> 12 constitute a quorum for conducting the Board's business. <br /> 13 Section 3: ELIGIBILITY. <br /> 14 A. Eligibility of Employees. Only City of Everett employees are eligible to <br /> 15 submit suggestions for purposes of the Suggestion System. "Employees" are those <br /> 16 individuals currently employed by the City on a full-time, part-time, or temporary <br /> 17 basis. It does not include persons engaged or retained by the City under contract. Any <br /> 18 employee may submit suggestions to the Suggestion System. However, employees will <br /> 19 not be given awards for suggestions which are within the employee's line of duty, <br /> 20 reasonable job expectancy or job responsibilities. "Line of duty" refers to those duties <br /> 21 or responsibilities which are within the limits of an employee's work assignment or job <br /> 22 description, or are within the general field of technical education or know-how that <br /> 23 qualify the employee to do the work for which they are assigned. Suggestion Award <br /> 24 Board members and other employees directly connected with the Suggestion System are <br /> 25 not eligible. <br /> 26 B. Eligibility of Suggestions. All suggestions submitted must both identify <br /> 27 a problem or condition and propose a solution. The suggestion may be new and original, <br /> 28 or it may be a new application of an old idea. No suggestion shall be eligible for <br /> 29 consideration unless it is submitted on the approved Suggestion Form and signed by the <br /> 30 suggester. <br /> 31 <br /> 32 <br /> -2- <br />
