• <br /> 1 (30)minutes. No person shall stop, stand or park a vehicle in a truck loading zone which <br /> 2 vehicle is not a truck licensed commercial vehicle. <br /> 3 Section 16: Unattended Vehicles. <br /> 4 A. No person driving or in charge of a vehicle shall permit it to stand <br /> 5 unattended on any street, highway, alley, or public or private property without first <br /> 6 stopping the engine, locking the ignition, removing the key, and effectively setting the <br /> 7 brake thereon and, when standing upon any perceptible grade, turning the front wheels <br /> 8 to the curb or side of the street or property. <br /> 9 B. No person operating or in charge of a vehicle shall permit such vehicle to <br /> 10 stand upon a street, alley or in a public place with its motor running, leaving a minor <br /> 11 child or children under the age of sixteen years unattended therein. <br /> 12 Section 17: Alley Parking - Service Parking. <br /> 13 A. Except in the case of an emergency or in the case of a person who has a <br /> 14 valid right-of-way use permit or service parking permit, no person shall park or stand a <br /> 15 vehicle in an alley within the City for purposes other than actively loading or unloading, <br /> 16 or for the rendering of service to adjacent property. In the case of rendering service to <br /> 17 adjacent property, no vehicle shall remain parked or standing beyond thirty (30) <br /> 18 minutes. Persons providing service requiring more than thirty (30) minutes are required <br /> 19 to obtain a City right-of-way use permit from the Public Works Department (or <br /> 20 designee) for each incident or an annual service parking permit from the City Clerk (or <br /> 21 designee). <br /> 22 B. Persons conducting loading operations or providing service on more than a <br /> 23 one-time basis may make application with the City Clerk for an annual service parking <br /> 24 permit. The City Clerk (or designee) is authorized to issue a service parking permit to <br /> 25 persons conducting loading operations or to persons rendering a service or repair to <br /> 26 buildings, equipment or utilities such as contractors, painters, plumbers, carpenters, <br /> 27 electricians or others. A service parking permit exempts vehicles from parking time <br /> 28 limit restrictions while actively rendering service to adjacent property or while actively <br /> 29 conducting loading operations. In addition, the City Clerk (or designee) is authorized to <br /> 30 issue service parking permits to persons who as a necessary part of their business <br /> 31 <br /> 32 -13- <br /> , <br />
