• <br /> • <br /> • e 1 t f : <br /> 1 mark such vehicles parked, standing or stopped from time to time to aid in the <br /> 2 enforcement of this Ordinance. Such mark shall be by chalk upon the tires of said <br /> 3 vehicles or by some other convenient method but will not be injurious to or damage such <br /> 4 vehicle. The marks so placed shall not be interfered with, concealed, obliterated or <br /> 5 erased by any person other than a Police Officer or Parking Enforcement Officer, while <br /> 6 the same shall remain parked or standing at the place where so marked. It shall <br /> 7 constitute a parking violation to interfere with, conceal, obliterate or erase any mark in <br /> 8 violation of this Section. <br /> 9 Section 25: Registered Owner Responsible - Presumption. <br /> 10 A. Every person in whose name a vehicle is registered shall be responsible for <br /> 11 any violation of this Ordinance caused by the parking, standing or stopping of said <br /> 12 vehicle in violation hereof. It shall be no defense that the vehicle was parked illegally <br /> 13 by another, unless proof is presented that said vehicle had been stolen and had not been <br /> 14 returned to the registered owner by the date of the violation. This section shall not <br /> 15 apply to registered owners transferring vehicle ownership who have complied with <br /> 16 RCW 46.52.104 prior to the date of the violation. <br /> 17 B. In any parking violation case involving a violation of this Ordinance <br /> 18 relating to the stopping, standing or parking of a vehicle, proof that the particular <br /> 19 vehicle described in the Notice of Parking Violation was stopping, standing or parking in <br /> 20 violation of any such provision of this Ordinance, together with proof of registered <br /> 21 ownership of the vehicle at the time of the violation, shall constitute in evidence a <br /> 22 prima facie presumption that the registered owner of the vehicle was the person who <br /> 23 parked or placed the vehicle at the point where, and for the time during which, the <br /> 24 violation occurred provided the procedure for issuing a parking violation set forth <br /> 25 herein has been followed. <br /> 26 Section 26: Penalties. <br /> 27 A. Unless specifically set forth elsewhere in this Ordinance, the penalties for <br /> 28 each parking violation of the provisions of this Ordinance shall be: <br /> 29 <br /> 1.
