n ORDINANCE NO. y'3 -83 AN ORDINANCE creating a special construction fund entitled Kasch Park Construction Fund No. 342 and authorizing the development of recreational facilities on a 60-acre tract of land acquired by the City of Everett from the General Services Administration, now generally known as the Kasch Memorial Park. WHEREAS, the City has negotiated with and committed to, the General Services Administration, in its agreement for acquisition of a 60-acre tract of land, to provide for the development of recreational facilities for the citizens of Everett; and WHEREAS, the City has accepted title to the 60-acre tract of land, and annexed the parcel in its entirety into the boundary of the City; and WHEREAS, the City has formalized its recognition of this parcel by naming it the Kasch Memorial Park; and WHEREAS, the City has appropriated funds in Ordinance 689-80, amended by Ordinance 903-82, which appropriates additional funds for park development; and WHEREAS, the City has applied for, and received approval for, matching funds from the Interagency Committee for Outdoor Recreation for park development; and WHEREAS, the City has allocated, but not appropriated, additional funds in Resolution No. 2236 and Resolution No. 2289, which now need ordinance authority for release by the construction fund; NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund No. 342, entitled "Kasch Park Construction Fund", to accomplish the action authorized in subsequent sections of this ordinance. Section 2: This ordinance shall supercede and render obsolete Ordinance 689-80 and Ordinance 903-82 , which are hereby repealed. Section 3: This ordinance shall express, incorporate, and ful- fill the intent of Council to continue development of Kasch Park as designated in Resolution Nos . 2236 and 2289 .
