Section 4: This ordinance shall authorize the development of multi-purpose recreational facilities and shall appropriate funds for the accomplishment of this project on the 60-acre tract known as Kasch Memorial Park. Section 5: The total estimated cost of the improvements herein authorized is $922, 000, which will include all costs related to site preparation and project construction. Section 6: The City Services Director is hereby given the respon- sibility of conducting all tasks outlined in Section 4 above. Section 7: The sum of $922, 000 is hereby appropriated to Fund 342 , "Kasch Park Construction" for specific phases of development. A. Site Preparation - Expense $ 100, 500 Site preparation shall include surveying, cutting and clearing of standing timber, clearing, grading and graveling of a primary access road. B. Site Preparation - Revenues $ 100, 500 The source of funds for this phase are as follows: 1. Fed. Revenue Sharing $50,000 2. General Fund 22 , 000 3 . Park Fund 10, 500 4 . Sale of Timber 8 , 000 5 . Interest Earnings 10 , 000 C. Phase I - Baseball Fields - Expense $ 521, 500 Phase I shall include clearing, grading and seeding of two ball- fields, overhead illumination, fencing, parking lot, underground utilities and a continuation of the access road. D. Phase I - Baseball Fields - Revenue $ 521, 500 The source of funds for this phase are as follows: 1. IAC Grant $150, 000 2. General Fund 346, 500 3 . Community Transit 25, 000 E. Phase II - Soccer Field - Expense $ 300, 000 This phase shall include clearing, grading, substrata preparation and seeding of the soccer field, jogging trail, drainage, parking and a picnic shelter area.
