WHEREAS , the Constitution and laws of the State of <br /> Washington provide that the question of whether or not the City <br /> may issue such bonds for such purposes must be submitted to the <br /> qualified electors of the City for their ratification or re- <br /> jection; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES <br /> ORDAIN as follows: <br /> Section 1 . Findings. The City Council of the City of <br /> Everett, Washington (the "Council") , has studied the need for a <br /> City cultural and conference center and hereby finds and declares <br /> that the Henry M. Jackson Center would provide a focus for <br /> attracting national and international attention to Everett, and <br /> would enable the City to provide facilities for conferences, <br /> studies and meetings on questions of importance to Everett, <br /> including trade relations and commerce, thereby bringing visitors <br /> and potentially attracting new business and industry to the City. <br /> In addition, the Center would enhance local interest in the arts <br /> and provide additional educational opportunities. <br /> Financial participation by the City in an amount not to <br /> exceed $9 ,000 ,000 would provide the basic funding for the <br /> Henry M. Jackson Center, which would be supplemented by such <br /> private contributions and state and federal grants as may be <br /> obtained. <br /> Based upon the foregoing, the Council further finds and <br /> declares that it is in the best interests of the citizens of <br /> Everett that the City acquire, construct and equip the Henry M. <br /> Jackson Center. The Council further finds and declares that the <br /> expenditure of public funds and the acquisition of property or <br /> property rights necessary for the planning, development, <br /> acquisition, construction and equipping of the Henry M. Jackson <br /> Center is for a public use and a public and strictly municipal <br /> purpose. <br /> -2- WORK16 :EBR <br />
