Exhibit A <br /> City of Everett <br /> Water, Sewer and Surface Water Connection Charge Study <br /> Amendment 1 -Scope of Work and Estimated Fees <br /> The City of Everett (City) retained HDR Engineering, Inc. (HDR) to conduct a review of the City's <br /> water, sewer, and surface water connection charges. As the study has progressed, the scope of <br /> the services has expanded and additional services have been requested by the City. This <br /> Amendment is intended to outline these additional services and the estimated fees associated <br /> with them. <br /> Amended Scope of Services <br /> The original scope of services for the connection fee study, along with the associated tasks and <br /> deliverables are not eliminated or revised by this amendment. This amendment for the <br /> connection fee study supplements or adds to the original scope of services, the associated tasks <br /> and deliverables. Provided below is a detailed scope of work for the amended connection fee <br /> study. <br /> Task 1: Technical Analysis — Updated Connection Charges <br /> The City now has additional and more current asset data for each of the connection charge <br /> studies. Given that,the City has requested that HDR update the water, sewer and surface water <br /> connection fee analyses. To accomplish this, HDR will need to receive the City's updated asset <br /> data, review and sort the data by utility, as appropriate, and then input that data into the <br /> connection charge models. Included within this task is the time associated with HDR's internal <br /> quality control reviews. <br /> Deliverables from Task 1— <br /> • An updated water, sewer and surface water connection charge analyses using the City's <br /> most current asset data <br /> Task 2: Additional Project Meeting <br /> Given the updated connection charges, HDR has added one additional internal project meeting <br /> with the City to review the updated analysis, along with the key assumptions used in the study. It <br /> is presumed that the result of this meeting is that the water, sewer and surface water connection <br /> charges will be finalized and ready for inclusion within the City's draft final reports. A limited <br /> amount of time has been included within Task 1 for minor updates and revisions to the analysis as <br /> a result of this internal project meeting. <br /> Deliverables from Task 2— <br /> • An internal project meeting with the City to review the updated draft final connection <br /> charge analyses developed as a part of Task 1 <br /> Task 3: Model Training and Support <br /> The City has requested model training from HDR in the use of the model developed by HDR. The <br /> purpose of this training is to provide an overview and understanding of the model,the model's <br /> Page A-1 <br />
