B. Ranges prefaced by "P" are estabilshed by the City Council in accordance <br /> with the City Charter of Everett. <br /> C. Range numbers prefaced by "R" are considered to be the minimum, mid-point <br /> and maximum salary ranges within which the Mayor may set the salary to be <br /> paid to employees covered by the compensation ordinance. <br /> Section 4: <br /> A. Seasonal day laborers employed by the City in the Recreation Division of <br /> the Parks and Recreation Department will be rated by their <br /> qualifications, experience and background, and type and nature of duties <br /> to be performed and compensated at a minimum of no less than the current <br /> federal minimum wage and a maximum of no more than $7.10 per hour. These <br /> employees are exempt from minimum wage, equal pay and overtime pay if <br /> they are employed less than seven months in any calendar year pursuant to <br /> Section 13(a), (b) of the Fair Labor Standards Act as amended April 8, <br /> 1974. <br /> B. Day laborers employed by the City in all other City departments will be <br /> rated by their qualifications, experience and background, and compensated <br /> at a minimum of no less than the current federal minimum wage per <br /> prevailing negotiated union contract when Article VIII, Section 4 of the <br /> AFSCME Local 113 agreement applies. <br /> C. The Mayor and/or his designee together with each Department Head <br /> employing day laborers shall establish the rate of pay therefor within <br /> the minimum and maximum rate based on the qualifications, experience and <br /> background of each day laborer employee. <br /> D. In the case of Library day laborer or Library page employees, the Library <br /> Board together with the Library Director shall establish the rate of pay <br /> therefor within the minimum of the current federal minimum wage and a <br /> maximum rate of $7.10 per hour based on the qualifications, experience <br /> and background of each day laborer employee. <br /> E. The administrative salary codes for day laborers and Library pages will <br /> be as follows: <br /> 010 Day Laborer Category I <br /> 020 Day Laborer Category II <br /> 030 Day Laborer Category III <br /> 040 Day Laborer/Work Study <br /> 050 Library Page <br /> Section 5: <br /> A. There is hereby adopted as part of this salary schedule, longevity pay <br /> for those employees who are covered under AFSCME, Local 113, Everett <br /> Firefighters Local 350, Everett Police Officers Association and the <br /> Snohomish County Building and Construction Trades Council per their <br /> respective collective bargaining agreements. <br /> B. Longevity pay shall not be paid to appointive employees, public <br /> officials, members of the Amalgamated Transit Union (Local 883), <br /> part-time employees or day laborers. <br /> Section 6: <br /> There is hereby adopted as part of this salary ordinance an educational <br /> incentive plan for commissioned poice officers. Such officers, upon <br /> becoming eligible, may choose to participate in either the longevity plan <br /> or the educational incentive plan; however, in no case shall any officer <br /> be eligible to participate concurrently in both plans. The educational <br /> incentive plan payment schedule is set forth in the prevailing collective <br /> bargaining agreement. <br /> Section 7: <br /> Bus Operators who are requested by their supervisors to as as Bus <br /> Operator Trainers shall be paid $1.50 per hour premium pay in addition to <br /> their regular hourly rate. <br />
