design condition. Given the noncombustible, sprinklered
construction of all connected buildings and airlocks, restricted
contents and use of the airlocks and generous fire separation
distances, there appears to be little cause for concern
originating from the simultaneous opening of both airlock doors .
There is only one very hypothetical question that might be raised.
That has to do with the potential migration of byproducts of
combustible or flammable cleaning, sealing and painting operations
conducted in Buildings 40-51 and 40-37 . Although building
ventilation requirements are designed to prevent the accumulation
of hazardous vapors, it would be reassuring to know that
ventilation systems perform as intended. For that reason, I
recommend performing airflow tests to validate the proper function
of C, S & P ventilation systems during spray operations. Should
airflow relative to the 40-51 and 40-37 buildings be neutral to
negative, any concern about the simultaneous opening of airlock
doors would be minimized.
in my opinion, there are no current specific IBC provisions that
would preclude both airlock doors being open simultaneously for
any period of time. Given the fact that one of the connected
buildings, in each case, is a Group H-2 Occupancy, it is
recommended that this opening configuration be minimized as a
common sense operational practice. Also recognizing that this is
a somewhat unusual design circumstance that one would not
necessarily expect to be typically addressed through IBC
provisions, I recommend that The Boeing Company develop a detailed
airlock door operation procedure that would satisfy company
production needs while ensuring that potential risks are
minimized. I also recommend that this procedure be presented to
the City of Everett for review and approval based on the premise
that they were involved in the development of the current door
openin rocedure.
Vne
Plsitate in contacting me at your earliest
cold you require any further assistance in this or
nelated matter.
G , CBO
P
