Box 3707 <br /> M/S OH-13 <br /> Seattle,WA 98124-2207 <br /> PROJECT LOCATION: Southeast of Boeing Flightline(Tax Parcel No.28041500400500) <br /> LEAD AGENCY: City of Everett Planning Department <br /> CONTACT PERSON: John Jimerson Phone: (425)257-8737 <br /> DESCRIPTION OF THE PROPOSED ACTION: <br /> The proposal includes: <br /> a) Construct a new manufacturing,assembly and test facility building(45-12)of 115,000 s.f.and a <br /> height of 127 feet. <br /> b) Update the Master Plan Development matrix to include the new 45-12 building and reduce the <br /> planned size of the 45-10 building by 115,000 s.f. resulting in no net changes to overall building <br /> floor area. <br /> CONSISTENCY WITH MODIFICATION CRITERIA IN BOEING MASTER DEVELOPMENT PLAN <br /> Article VIII.E of the Decision Document addresses modifications to the Boeing Master Development Plan. <br /> In order for the City to determine whether a proposed change is minor or major,the plan contains three <br /> review criteria. This section states: <br /> A change shall be considered to be major when one or more of the following is found: <br /> 1. The change is in substantial conflict with a condition imposed in this Decision Document,such as <br /> major modification of an on-site TDM provision,or reduction of required wetland protection; <br /> Finding: The master plan slated the site for aircraft staging. The proposal will modify that plan <br /> to allow for development of the new 45-12. There will be no net change in building area and the <br /> project will not generate additional vehicular traffic. The site has a pond and ditch which under <br /> the 1991 Boeing Master Plan,are shown to be developed. <br /> 2.
