• <br /> • • <br /> Finding: The proposed land use is compatible with the industrial character surrounding Paine <br /> Field and should not adversely affect surrounding properties. The site is bounded by roads on <br /> three sides and aircraft staging areas on the fourth. Nearest land uses include Boeing Lake to <br /> the north,vacant land owned by Boeing to the east,an aircraft hangar to the south. <br /> 3. The change will result in a major increase in offsite impacts, such as traffic or noise,not <br /> analyzed, where appropriate, and mitigated in this review process. <br /> Finding: The proposed grading and site development will not generate additional traffic, noise <br /> or other impacts that have not already been analyzed in the 1991 EIS or subsequent project <br /> reviews. Subject to an agreement with Snohomish County Airport,stormwater will be <br /> discharged to the Alpha Pond at Paine Field for detention,after it has been treated. <br /> DECISION <br /> The impacts associated with proposed modifications are minor and it is concluded that they are not in <br /> substantial conflict with any conditions in the Decision Document;will not substantially and negatively <br /> affect an adjoining property; and will not result in a major increase in offsite impacts. <br /> The proposed project is approved,subject to the requirements listed below,which are from the 1991 <br /> Boeing Everett Master Plan and basic City Design and Construction Standards: <br /> INFORMATION FOR DEVELOPER: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with City Design <br /> and Construction Standards shall be submitted to the Public Works Department,showing site <br /> parking layout, landscaping, utilities,storm drainage,temporary construction erosion control,and <br /> all required improvements in the public right-of-way. Public Works Department approval of these <br /> drawings is required prior to any permits being issued.All improvements shall be completed, <br /> approved and warranted before the Occupancy Permit is issued/final approval is granted. <br /> 2. Parking must be per City Zoning Code and City Design and Construction Standards for Development. <br /> 3. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 4. This project must comply with the current City of Everett Building Code and Sprinkler Ordinance. <br /> S. Special charges for connection to the sewer and water systems in accordance with Ordinance 1998- <br /> 94 and subsequent revision are applicable.These charges are based on projected water usage and <br /> can be substantial.Applicant is encouraged to obtain a copy of the Ordinance and determine <br /> estimated charges prior to building permit application.The actual charges shall be computed by the <br /> Public Works Department per the ordinance in effect at the time and according to the information <br /> on the approved plans at the time of building permit issuance. <br /> 6. City streets and alleys are to be kept clear of dirt and debris at all times during construction.Dust <br /> suppression and street cleaning must occur as directed by the Public Works Inspector. <br />
