I <br /> Tasks required to accomplish the above are generally as <br /> follows: <br /> 1 . Advertise for an Engineering consultant <br /> 2. Review consultant proposals <br /> 3. City Consultant Selection Committee recommends con- <br /> sultant <br /> 4. Council approves consultant <br /> 5. Consultant to prepare feasibility study for reservoir <br /> site and support system <br /> 6. Council reviews study and authorizes right-of-way <br /> procurement and detail design <br /> 7. Consultant prepares detail design <br /> 8. City procures right-of-way <br /> 9. Council approves plans and authorizes bid call <br /> 10. Bid call <br /> 11 . Council authorizes Mayor to enter into construction <br /> contract <br /> 12. Construction contract signed <br /> 13. Perform construction <br /> Section 4: The total estimated cost of the improvements herein authorized <br /> is $8,500,000 which will include all costs related to <br /> design, procure right-of-way, construction, contract <br /> administration, plan development and associated costs. <br /> Section 5: The Public Works Director of the City of Everett under <br /> administration of the Mayor is hereby given the respon- <br /> sibility of conducting all tasks outlined under Section 3 <br /> above. Council and Administration shall be kept informed <br /> and shall make reviews at the points specified. <br /> Section 6: <br /> A. The sum of $8,500,000 is hereby appropriated to Fund No. 336, <br /> "Design and Construction of Water Reservoir #6" , as follows: <br /> 1 . Programs 749, 750, 751 , 752 and 753 - <br /> Water Reservoir #6 $8,500,000.00 <br /> B. Source of Funds <br /> 1 . From the sale of Revenue Bonds and <br /> interest earned on invested funds <br /> during construction $5,781 ,633.28 <br /> 2. From Department of Social and Health <br /> Services Grant for Project accepted <br /> during September 9, 1981 Council meeting <br /> and revised by September 23, 1982 <br /> notice from DSHS $2,718,366.72 <br /> TOTAL $8,500,000.00 <br /> Section 7: The proceeds from the sale of revenue bonds shall be in- <br /> vested until needed for construction. The interest <br /> earned shall be deposited in this fund and expended for <br /> this project. <br /> Section 8: The City Treasurer of the City of Everett is hereby <br /> authorized to negotiate a reasonable rate of interest <br /> and issue interest bearing Revenue Warrants to satisfy <br /> interim construction costs not to exceed $8,500,000. <br /> These interest bearing warrants shall be redeemed by the <br /> Treasurer as soon as reimbursement or long term bond fi- <br /> nancing monies, as described elsewhere in this Ordinance, <br /> are received. <br /> -2- <br />
