1 Section 1: In addition to the rates of pay and other allowances <br /> set forth in the annual budget of the City, officers, employees and <br /> 2 members of duly recognized Commissions, Boards and Committees of the <br /> City shall be entitled to the payment of or reimbursement for the <br /> 3 following classes of official expenditures: <br /> 4 (1) Transportation, lodging, meals, and other related <br /> expenditures which may lawfully be incurred by officers, <br /> 5 employees and members of duly recognized Commissions, <br /> Boards and Committees of the City, within or without the <br /> 6 City upon the prior written approval of the Mayor, or his <br /> designee in cases of travel by all non-elected officers, <br /> 7 employees and members of duly recognized Commissions, <br /> Boards and Committees of the City. In case of travel by all <br /> 8 elected officials such approval shall be by the President of <br /> the City Council or by any other two members of the City <br /> 9 Council in cases of travel by the President of the City <br /> Council. <br /> 10 <br /> (2) The term "lawfully be incurred" as used in subsection (1), <br /> 11 shall be construed to mean expenses within the categories <br /> above set forth which are actually incurred while attending <br /> 12 to business of the City and shall, whenever practicable, be <br /> supported by bill, statements, or other evidence of such <br /> 13 expenses issued by the party furnishing such lodging, meals, <br /> transportation, or other goods or services and attached to <br /> 14 the claim voucher submitted by any such officer, employee <br /> or member of a duly recognized Commission, Board or <br /> 15 Committee. <br /> 16 (3) Expenses for the use of personally owned vehicles of <br /> employees, officers or members of duly recognized <br /> 17 Commissions, Boards or Committees of the City in the <br /> course of the business of the City, shall be reimbursed at <br /> 18 the rate of twenty cents per mile or the actual <br /> transportation cost or equivalent transportation rented cost, <br /> 19 if such transportation is not by a private motor vehicle. <br /> 20 (4) In the event any individual is entitled to payment of or <br /> reimbursement for any of the above-described official <br /> 21 expenditures and said individual has a primary employer <br /> other than the City of Everett and the primary employer <br /> 22 pays all or any portion of the above-described official <br /> expenditures, then the City shall be responsible for paying <br /> 23 only that portion not paid for by the primary employer. <br /> 24 ;30—'7'4 <br /> Section 2: That a new section be added to Ordinance No. '2&'7-13, which reads <br /> 25 <br /> as follows: <br /> 26 <br /> 27 The term "member of a duly recognized Board, Commission or <br /> Committee" shall mean any person appointed by the Mayor and confirmed <br /> 28 by Council who serves on the following Boards, Commissions or Com- <br /> mittees: <br /> 29 <br /> Arts Commission <br /> 30 Board of Adjustment <br /> 31 Citizen's Advisory Committee for Housing and Community Development <br /> Civil Service Commission <br /> 32 <br /> -2- <br />
