ORDINANCE NO: " AN ORDINANCE of the City of Everett, Washington, authorizing the issuance and sale of water and sewer revenue and refunding bonds in the principal amount of $15, 655, 000 for the purpose of providing part of the funds required for acquiring, constructing and installing certain additions and improvements to the sewer system of the City and for refunding the Water and Sewer Revenue Interim Financing Bonds, 1982, of the City; providing the covenants, terms and conditions under which such bonds and future parity bonds shall be issued; and approving the sale of such bonds. WHEREAS, the City of Everett, Washington (the "City" ) , has heretofore, by Ordinance No. 536-78, passed on August 9, 1978, combined its water supply and distribution and sewage collection and treatment systems; and WHEREAS, by Ordinance No. 782-81, passed on May 6, 1981, the City created Local Improvement District No. 707 and authorized the acquisition, construction and installation of certain additions and improvements to the sewage collection and treatment system of the City; and WHEREAS, by Ordinance No. 795-81, passed on July 29, 1981, the City converted Local Improvement District No. 707 into Utility Local Improvement District No. 1 of the City pursuant to RCW 35 . 43 . 043, and authorized the issuance of water and sewer revenue bonds in such form and on such terms and conditions to be there- after provided by ordinance to finance a part of the cost of acquiring, constructing and installing the improvements in Utility Local Improvement District No. 1; and WHEREAS, the City, pursuant to Ordinance No. 831-81, passed on December 30, 1981, issued and sold its $7, 430, 000 junior lien water and sewer revenue interim financing bonds, 1982, for the purpose of providing interim financing for a portion of the cost
