of constructing a water filtration' plant and making other addi- <br /> tions and improvements to the water supply and distribution system <br /> of the City; and <br /> WHEREAS, the City is authorized by RCW 39. 53 . 110 to issue <br /> refunding bonds in combination with bonds for any other purpose or <br /> purposes; and <br /> WHEREAS, it is now deemed necessary and advisable that the <br /> City issue and sell its water and sewer revenue and refunding <br /> bonds in the aggregate principal sum of $15, 655, 000 to provide <br /> part of the funds necessary to pay the cost of the additions and <br /> improvements in Utility Local Improvement District No. 1 to the <br /> sewage collection and treatment system of the City, and to refund <br /> the outstanding water and sewer revenue interim financing bonds, <br /> 1982, of the City; and <br /> WHEREAS, the City, pursuant to Ordinance No. 536-78, issued <br /> and sold its $15, 400, 000 water and sewer revenue and refunding <br /> bonds under date of August 1, 1978, which ordinance provided that <br /> additional water and sewer revenue bonds could be issued on a <br /> parity with such bonds if certain conditions were met; and <br /> WHEREAS, the City, pursuant to Ordinance No. 713-80, passed <br /> on July 23, 1980, issued and sold its $20, 000, 000 water and sewer <br /> revenue parity bonds under date of August 1, 1980, which ordinance <br /> also provided that additional water and sewer revenue bonds could <br /> be issued on a parity with such bonds if certain conditions were <br /> met; and <br /> WHEREAS, the City, pursuant to Ordinance No. 830-81, passed <br /> on December 30, 1981, issued and sold its $8, 570, 000 water and <br /> sewer revenue parity bonds under date of January 1, 1982, which <br /> ordinance also provided that additional water and sewer revenue <br /> bonds could be issued on a parity with such bonds if certain <br /> conditions were met; and <br /> -2- WMD20 83/05/02 <br />
