• <br /> ORDINANCE NO. <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Design and Construction of Southwest Everett Sewer ULID #1 <br /> Sewer Facilities", Fund #359, and authorizing the design and <br /> construction of the Mukilteo Beach Interceptor, Pump Station <br /> #1, the Southwest Interceptor, the South End Interceptor <br /> (Northern Segment) and the Sewage Treatment Plant Headworks. <br /> WHEREAS, the City Council has recognized the need to improve the City of <br /> Everett Sanitary Sewer System to assure the safety, health and welfare of the citizens <br /> of the City; and <br /> WHEREAS, the City Council recognizes that continued development within the <br /> City requires that sufficient transmission and treatment capacity be made available by <br /> the sewer system; and <br /> WHEREAS, the City Council recognizes that certain portions of the sewer <br /> transmission and treatment system are near their reliable capacity; and <br /> WHEREAS, the City Council recognizes that sewer transmission and treatment <br /> capacity improvements are to be paid for jointly by existing rate payers, outlying Sewer <br /> Districts served by the City and the new developments within the City creating the <br /> need for the improvements; and <br /> WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" as <br /> prepared by the Engineering Consultant, CH2M Hill, Inc., has documented in detail <br /> needed lift station, interceptor and treatment plant improvements to accomodate <br /> increased flows from within the City of Everett and from outlying Sewer Districts; and <br /> WHEREAS, the Mayor of the City of Everett, on August 1, 1979, did propose to <br /> Council the improvement of specific portions of the sanitary sewer transmission and <br /> treatment system and construction of new facilities to accomodate increased flows; and <br /> WHEREAS, the Everett City Council, on August 15, 1979, passed Ordinance #627- <br /> 79 which increased the sewer rates within the City to contribute funds toward <br /> improvement of the City sewer system within available funding; and <br /> WHEREAS, on November 5, 1980, the City Council passed Ordinance 740-80 <br /> creating a special fund entitled "Southwest Everett Sewer LID Preliminary Engineering <br /> Fund #345" authorizing preliminary engineering for Southwest Everett sewer system <br /> improvement and authorizing the appropriation of $150,000 for this preliminary <br /> engineering; and <br /> WHEREAS, by Resolution #1924, adopted March 25, 1981, the City Council <br /> declared its intention to construct and install certain sewer improvements serving the <br />
